- 1. Agency Background The Court Services and Offender Supervision Agency for the District of Columbia (CSOSA) is an independent agency in the executive branch of the federal government. CSOSA (herein called the Agency) includes 2 major components: 1) the Community Supervision Program (CSP) and 2) the Pretrial Services Agency (PSA). CSP is responsible for supervising adult offenders who are on probation, parole or supervised release in the District of Columbia. PSA is responsible for monitoring or supervising adult pretrial defendants released in the DC Superior and US District Courts. The agency is responsible for creating and maintaining a coherent and effective program that increases public safety, prevents crime, reduces recidivism, and supports the fair administration of justice. CSP includes the Office of the Director for the entire CSOSA, as well as Community Supervision Services. The CSOSA Director is responsible for oversight of PSA, which operates as an independent entity within CSOSA. 2.Parking requirements (a) The agency is seeking accommodations for parking for 28 vehicles (5 reserved spaces, 23 unreserved spaces) within .25 miles or less from CSOSA downtown work site at 633 Indiana Ave NW, Washington, DC 20004. (b) Accessibility: The agency requests, if possible, enclosed parking garages with the best accommodation for those with limited mobility/wheelchair accessibility. (c) Since Government Owned Vehicles will be parked in the building 24 hours per day/7 days per week, offeror must provide information in the proposal concerning the garage security features and the parking attendant�s protocols. After- hours access must be available as well. (d) The agency requires fixed signs or placards which will read �CSOSA Reserved GOV Vehicles ONLY� for the GOV reserved spaces. If the space has a limited bulkhead or other features which may impact parkers, the garage shall install floor stops to prevent a van from backing into a bulkhead & damaging the vehicle. (e) Garage must be accessible for a large 15-passenger vehicle to navigate through the garage in park in any standard space provided. (f) The parking spaces for the 28 vehicles will be single-space, no double parking required. (g) The garage should allow the drivers to have the option to park their own vehicles�(vs. the attendants). 3. The successful offeror shall be required to mail parking passes in enough time for the agency to receive them 10 days prior to the end of the current month.
