- Los Vaqueros Expansion Phase 2 (LVE2) Post-authorization Economic Analysis THIS IS NOT A REQUEST FOR QUOTE (RFQ) AND NO SOLICITATION IS AVAILABLE The US Bureau of Reclamation (USBR), California Great Basin Region, intends to negotiate a contract on a sole source basis with WestWater Research, L.L.C under the authority of FAR 13.501, Only one responsible source using Simplified Acquisition Procedures. The contractor will perform economic modeling analysis to refine potential benefits to be received by Reclamation from the Los Vaqueros Expansion Phase 2 (LVE2) project which is a State-led effort pursuant to the Water Infrastructure Improvements for the Nation Act. The project received a determination of feasibility from the Secretary of Interior in 2020 and the project is currently advancing towards construction. In order to confirm a final Federal investment in the LVE2 Project, the economic analyses from the Final Feasibility Report needs to be updated to reflect any project changes that have occurred since the Secretary�s determination of feasibility in 2020. In order to provide an accurate comparison, the same economic analyses completed in the feasibility report need to be updated to confirm the Federal investment. The economic modeling analysis performed under this contract will include an estimation of economic benefits associated with the identified alternatives. Economic benefits are to be estimated for various purposes including Municipal and Industrial (M&I) Water Supply, Refuge Incremental Level 4 Water Supply, and Central Valley Project (CVP) Operational Flexibility. The estimation of economic benefits will inform the proportion of Federal benefits and final Federal cost share for the LVE2 project. Below are the required tasks to be completed under this requirement. Task 1 - Water Transfer Pricing Model Estimation Task 2 - Emergency Water Supply Benefit Estimation Task 3 - Recreation Benefit Estimation Task 4 - Economic Analysis of Additional Alternatives Task 5 - Primary Economic Analysis Technical Memorandum Task 6 - Analysis Presentation and Coordination Task 7 - Cost Allocation Analysis (Optional) Task 8 - Economic Analysis of Further Alternatives (Optional) Task 9 - Estimate Benefits of Municipal and Industrial (M&I) Water Supply with CWEST Model (Optional) Task 10 - Estimate Benefits of CVP Operational Flexibility, Incremental Level 4 Water Supply, and Irrigation Water Supply with SWAP Model (Optional) Task 11 - Secondary Economic Analysis Technical Memorandum (Optional) Firms which can provide the economic modeling analysis above must submit written notice to the Contracting Office and must provide evidence in sufficient detail to demonstrate the respondent�s ability to meet the stated requirement. This is not a request for competitive quotations. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses shall include the firm�s Dun and Bradstreet number and Tax Identification Number. Firms shall identify their business size (small, other than small, etc.) in accordance with the size standard $16.5M. for NAICS code 541620 (Environment Consulting Services). This notice is the only official pre-solicitation notice of this requirement. Please note that any prospective offeror must be registered in the System for Award Management (SAM) at www.sam.gov in accordance with FAR Subpart 4.11.
