Description
The Federal Aviation Administration (FAA) intends to award a single source Indefinite Delivery Indefinite Quantity (IDIQ) type contract to MULTI ELECTRIC Mfg, Inc located in Chicago, IL. The FAA intends to procure FAA-approved Semi Flush Steady Burner Fixtures and Spares In Accordance With (IAW) the FAA-E-2952 and FAA-E-2968 specifications. The acquisition will utilize single source procedures. In accordance with the FAA Acquisition Management System, AMS 3.2.2.4, the purpose of this announcement is to inform industry of the basis of the FAA's decision to contract with a single source when it is determined to be in the best interest of the FAA. MULTI ELECTRIC Mfg, Inc is the only source capable of providing Semi Flush Steady Burner Fixture and Spares that are fully FAA qualified and meet all FAA specification requirements. Two rationales support the use of a single source. First, FAA issued a market survey on March 10, 2021. The market survey is attached. Multi Electric was the only vendor that responded to the market survey. Thus, the Market Survey analysis showed that Multi Electric is the only vendor capable of producing the only FAA-approved SFSB fixture that has been tested to FAA-E-2952 and FAA-E-2968. Second, procurement of the additional SFSB Fixtures progresses towards standardization of lighting systems deployed in the NAS, while eliminating several obsolete fixtures that are no longer manufactured and supportable. This announcement is for informational purposes only and is not a Solicitation/Request for Proposal. This requirement will be awarded to MULTI ELECTRIC Mfg, Inc and is not available for full and open competition. Note: The FAR references cited in SAM.gov are not applicable to the FAA as the FAA has its own policies and guidance referenced in the Acquisition Management System (AMS). The total estimated value of the planned single source contract inclusive of all options is $7,892,913.42. The period of performance inclusive of all options is a one year base with 9 one-year options
