� � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � � COMBINED SYNOPSIS/ SOLICITATION This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart12.6, supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.��PLEASE SEE ALL ATTACHMENTS The solicitation is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC �2021-07 dated 10 Sep 2021. [OTOC1]�[OTOC2]�This requirement is being solicited �as a total small business set aside using FAR Part 12 Acquisition of Commercial Items and FAR 13.5 Simplified Procedures for Certain Commercial Items. The NAICS Code is 336611 � Ship Repair with a small business size standard of 1,250 employees. The solicitation number is 70Z085-22-Q- P45010. SCHEDULE OF SUPPLIES/SERVICES: See Attachment 1. DESCRIPTION OF WORK: The Contractor shall furnish all necessary labor, materials, services, equipment, supplies, power, accessories, special tools and such other things as are necessary to perform various Dock Side Repairs of the USCGC CYPRESS (WLB 210), a 225� Seagoing Buoy Tender homeported in Kodiak, AK. All in exact accordance with this solicitation and the attached specification.� See Attachment 2. Scope of services shall include ship repair and associated support work, and may include work that is not currently listed as Definite Items. CONTRACT TYPE:� This solicitation is a request for quotes (RFQ) that will result in the award of a firm fixed price contract solicited under FAR PART 12 and FAR Subpart 13.5 Simplified Procedures for Certain Commercial Items, subject to availability of funds. CONTRACT PERIOD OF PERFORMANCE: The performance period for this requirement is 17 Jan 2022 through 28 Mar 2022 (70 Days). PLACE OF PERFORMANCE: The place of performance is the contractor�s facility or at the cutter�s homeport. Quotations may be sent via electronic mail (e-mail) to jerrod.a.gonzales@uscg.mil AND Torben.O.Ohlsson@uscg.mil AMENDMENT A00001 10/21/2021 PLEASE SEE ATTACHMENT A00001 The purpose of this amendment A00001 to the solicitation 70Z085-22-Q- P45010 for the USCGC CYPRESS DS repairs, is to revise the solicitation and incorporate the following provision titled, Sec 8220 Alaska Shipyard Provision, SEC. 9210. VESSEL CONVERSION, ALTERATION, AND REPAIR PROJECTS, from the William M. Thornberry National Defense Authorization Act for Fiscal Year 2021, which in sets aside this requirement 100% for small businesses within Coast Guard District 17, for the maintenance and repair services for vessels with a homeport in Coast Guard District 17. The section in its entirety is listed below. In accordance with - Sec 8220 Alaska Shipyard Provision, SEC. 9210. VESSEL CONVERSION, ALTERATION, AND REPAIR PROJECTS, this solicitation is being set aside 100% for small businesses within District 17 (the State of Alaska): Sec 8220 Alaska Shipyard Provision SEC. 9210. VESSEL CONVERSION, ALTERATION, AND REPAIR PROJECTS. (a) IN GENERAL.�Notwithstanding any provision of the Small Business Act (15 U.S.C. 631 et seq.) and any regulation or policy implementing such Act, the Commandant may use full and open competitive procedures, as prescribed in section 2304 of title 10, United States Code, to acquire maintenance and repair services for vessels with a homeport in Coast Guard District 17. (b) APPLICABILITY.�Subsection (a) shall apply only if there are not at least 2 qualified small businesses located in Coast Guard District 17 that are able and available to provide the services described in such subsection. (c) LIMITATION.�The full and open competitive procedures described in subsection (a) may only be used to acquire such services from a business located in Coast Guard District 17 that is able and available to provide such services.
