- Description
- The Department of Health and Human Services (HHS) intends to make a sole source award to the University of North Carolina Kenan-Flagler Business School (DUNS # 197190606) for the U.S. Public Health Service Commissioned Corps. (USPHS) Advanced Leadership Development Program to support the Office of the Assistance Secretary for Health (OASH), Commissioned Corps. Headquarter (CCHQ).� The contractor shall provide all personnel, training and facilities to train field grade officers (O4-O5) on leadership competencies targeting soft-skills such as, emotional and cultural intelligence, interpersonal communication, and the theoretical science associated to them.� Training is aimed at developing leadership skills required to lead small to medium departments of highly trained personnel providing public health services to diverse populations.� Included in this training are basic principles of project management that are relevant to field grade officers assuming positions of higher responsibility. The training will aid PHS officers to deploy with soft-skills and abilities needed to harness trust while communicating the safety and benefits of vaccines available to mitigate the effects of the virus.� This is an exponential challenge as it requires leadership skills aimed at enabling environments, influencing social groups, and motivating a diverse population of stakeholders.� This contract supports the efforts against the COVID-19 outbreaks and the PHSCC responsibility to train officers to fulfill public health and emergency response roles (42 U.S. Code � 204a - Deployment Readiness). The period of performance is anticipated to be for 5-years that includes a 12-month base period with four (4) 12-month option periods.� The award is anticipated to be in accordance with the Federal Acquisition Regulations (FAR) 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.� This notice is not a request for competitive order.� However, all responsible sources interested in this acquisition may submit a capabilities statement within ten (10) calendar days after this publication that will be considered by the Agency.� Responses received after the response date or without the required capabilities statement may not be considered.� A determination by the Government to compete or not to compete as a result of information received is solely within the discretion of the Government.� The projected award date is March 2022.
