- REQUIREMENT: This is a Sole Source Synopsis announcement. The Naval Sea System Command (NAVSEA) intends to increase the scope of the following Indefinite Delivery Indefinite Quantity (IDIQs) contracts: N00024-16-D-2215 for the provision of 9 Meter (m) Multi-Use Explosive Ordinance Disposal Response Craft (EOD MERC), and N00024-19-D-2220 for the provision of 11 Meter (m) Rigid Inflatable Boats (RIBs) with the Expeditionary Mine Counter Measures (ExMCM) system. The contractors under the contracts are United States Marine, Inc. (USMI) and RIBCRAFT USA, LLC. (RIBCRAFT), respectively. The increased scope is for the addition of Foreign Military Sales (FMS) contract line item numbers (CLINS) for Provisional Item Orders (PIO) supporting international reactivation, crew familiarization training and travel, and Pre-Delivery Inspection and Trials (PDITs) and other testing. A Class Justification and Approval Document is currently in process to authorize the above-described modifications in accordance with 10 U.S.C. 2304(c)(1), since each contractor has proprietary rights in the design of its respective craft and is, therefore, the only source for the required craft modifications and reactivation, testing and crew familiarization training.� � DESCRIPTION & MISSION PROFILE 11m ExMCM: REACTIVATION AND CREW-FAMILIARIZATION & TRAINING The Contractor shall provide in-country reactivation, familiarization and training in FMS customer(s)/Partner Nation(s) unless directed by the Government in writing. Crew familiarization shall include boat operations, main equipment operations and repairs and maintenance. PDITs Additional PDITs are required to support FMS deliveries above the number already included in the contract. International reactivation and crew familiarization & training will not occur for each boat but will be designated as required. The contractor shall provide basic training on boat operation, OEM components, maintenance, and basic repairs. PDITS AND OTHER TESTING Additional PDITs are required to support FMS deliveries above the number already included in the contract. Moreover, additional, testing may be required to address the specific requirements of FMS customers and observations identified through routine testing and trials. North American Industrial Classification System (NAICS) Code applicable to these acquisitions is 336612, Boat Building, Small Business Size Standard for this acquisition is 1,000 Employees. The intent of this notice is not to solicit competitive offers but to announce the Government�s intent to modify the existing sole-source contracts to add additional scope. However, interested parties may submit a capability statement of a similar reactivation, crew familiarization training, PDITs and other testing services that can meet the key requirements identified above to the Contracting Officer for consideration. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. Interested party�s response to this Synopsis shall be limited to 3 pages and shall include the following information: Party�s name, address, point of contact, phone number and e-mail address. Party�s capability to meet the key requirements. Party�s type of small business and business size (whether HUB Zone, Service Disabled Veteran Owned Small Business, 8(a)). Party�s Joint Venture information if applicable � existing and potential. All responses to this Synopsis must be received no later than 9:00AM (EST) 6 January 2022.
