Description
The United States Army Corps of Engineers (USACE), Detroit District is seeking information on potential sources and feedback on the product requirements as identified under general paragraph. This Sources Sought Notice will be utilized by the U.S. Army Corps of Engineers, Detroit District to establish a list of sources interested in the St. Mary�s River Equipment Rental for the USACE Detroit District at a location on Neebish Island, Michigan and at Sault Ste. Marie, Michigan.� Interested sources are encouraged to respond. The result of this market research will contribute to determining the method of procurement if a requirement materializes. Based on the responses to this sources sought notice/market research, this requirement may be set-aside for small businesses (in full or in part) or procured through full and open competition. All small business set-aside categories will be considered. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions. TECHNICAL REQUIREMENTS:� St. Mary�s River Equipment Rental The US Army Corps of Engineers (USACE) has the need for the rental of rock crushing, screening and other construction related equipment. The contract will include delivery and pickup of the equipment in the spring of 2022 to a location on Neebish Island, Michigan and at Sault Ste. Marie, Michigan. �The contractor shall be responsible for delivery, pick up, set up, tear down at site.� �Please note that access to Neebish Island is restricted by public ferry only. The equipment must be sized properly to handle the existing rock (see attached photos) and crush to potentially as small as four (4) inches in diameter. The crushed rock needs to be transported approximately one mile to the dump site down an unimproved road. A vehicle capable of hauling the crushed rock over that terrain is required. In addition to rock crushing equipment, articulated dump trucks, front end loaders and other construction-related equipment may be needed.� The rock types are likely limestone and sandstone. Equipment shall be in excellent condition with all components in excellent working order. �Excellent� working order implies all equipment features, including the unit�s intended design function systems, environmental control system (heating, air conditioning), hydraulic systems, mechanical systems, etc., shall fully perform to their intended and corresponding function. There is also a need for regular servicing of equipment throughout the duration of the rental. Equipment parts (teeth, conveyor belt, etc.) should be regularly inspected, as recommended by the manufacturer. Parts should be changed out as needed or as stated in operations manual. The contractor shall dictate this arrangement/need at time of delivery and should also be able to provide these services. The rental period is expected to last roughly five months. �The contractor will be expected to provide equipment familiarization to the government operators by a qualified individual for each type of equipment. Rental rates will be based on rental start and rental release dates. Participating users shall be billed as determined by each delivery order; hourly, daily, weekly and monthly (4-week basis) as defined as follows: Hourly: Sixty (60) minutes; Daily: Eight (8) hour workday; Weekly: Five working days (40 hours); Monthly: Four Weeks (20 working days-160 hours). It is anticipated that this requirement will be billed at a monthly rate for rental equipment and pro-rated to a weekly rate if not needed for a complete month. The Contractor shall provide all routine maintenance and repair at no additional cost to the Government. Trained Contractor service technicians shall be dispatched to the Government Requesters location/site upon receiving equipment repair trouble call. Rental equipment which cannot reasonably be repaired at the location/site during the rental period shall be replaced at no cost to the Government, within twenty-four (24) hours of the Contractor�s determination. The Contractor shall coordinate all manufacturer recall repairs on rented equipment with the Government requester. The contractor shall be responsible for components/parts needing replacement due to normal wear and tear. The Contractor shall provide all repairs of rental equipment within twenty-four (24) hours after acknowledgment, if reasonable. Within that timeframe, the contractor is responsible for repairing the rented equipment or determining it needs to be replaced. The determination for replacement will be decided by a mutual agreement between the Contractor and Government requestor. Any piece of rental equipment requiring repairs determined to be damaged by the requester beyond normal wear and tear as a result of operator negligence and/or lack of reasonable safeguard/security on the part of the requestor will be borne by the Government. All rental equipment will be inspected by the requester upon delivery to user location/site prior to acceptance. Any damage to the equipment including tire condition shall be noted and recorded and brought to the attention of the Contractor`s representative at time of delivery and prior to accepting equipment. If equipment is not repaired within 24 hours, it shall be taken off rent, and the government will not be charged rent on the inoperable unit until all repairs have been made. This requirement is expected to be solicited in late February 2022 or early March 2022 as a Firm Fixed Price Contract. The North American Industrial Classification System (NAICS) code is 532412, Construction, Mining, and Forestry Machinery and Equipment Rental and Leasing, which has a small business size standard of $35.0 million. All interested firms shall submit a response demonstrating its capabilities to provide the requested items to the primary point of contact listed below. Response format and due date information is specified in next paragraph of this notice. Failure to provide a complete response may result in the government being unable to adequately assess your capabilities. If you lack sufficient experience in a particular area, please provide details explaining how you would overcome the lack of experience/capabilities in order to perform that portion of the requirement (i.e., teaming, subcontracting, etc.) Any information submitted by respondents to this sources sought synopsis is voluntary. As stipulated in Federal Acquisition Regulation 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any information submitted by respondents to this sources sought synopsis is voluntary and will not be returned. The Government will not reimburse any costs incurred or associated with the submission of information in response to this notice. The decision to solicit for a contract shall be solely within the Government's discretion. �Additional company capability information is welcome. Your company�s response is limited to 25 pages.� All attachments must be provided in either Microsoft Word, excel, or Adobe Acrobat PDF format. Attachments with files ending in �.zip� or �.exe� are not allowable and files will be stripped and deleted from any emails received by the Government.
