- Request for Information (RFI) � Sources Sought is for Market Research and Planning Purposes only and does not constitute a solicitation Expressions of Interest for Lease of Unaccompanied Children Influx Care Facility Children age 17 and under who are unaccompanied by parents or other legal guardians and who have no lawful immigration status in the United States (unaccompanied children) are transferred by the Department of Homeland Security to the care and custody of the Office of Refugee Resettlement (ORR) in HHS�s Administration for Children and Families.� ORR is legally required to provide for the care and custody of all unaccompanied children (UC) referred to ORR until they are released to appropriate sponsors, usually a parent or relative, while their immigration cases proceed.� ORR is expanding its network of influx care facility shelters to accommodate an increase in UC population and is seeking interest in leasing between approximately 105,000 and 375,000 ANSI/BOMA rentable area square feet (RSF) of specialty residential space in metropolitan areas in the following states: California Arizona New Mexico Texas Oregon Washington Utah Colorado Nevada Oklahoma New York Connecticut Maryland Virginia Pennsylvania New Jersey North Carolina Properties can include residential treatment centers, boarding schools, colleges, nursing homes, hotel conference centers, camps and other facilities with residential accommodation. In addition, properties should have adequate space for centralized food service operations, administration, education, and indoor and outdoor recreation. The commencement of lease is expected to be a firm term of 5 years. Leases with a purchase option will be considered. Information obtained from those submitting interest in leasing a facility to the Government will be used in the drafting the request for lease proposal. In drafting the request for lease proposals, the Government will consider many factors including but not limited to: Availability of space that can potentially satisfy the government�s requirements: A minimum of approximately 105,000 total square feet (RSF) per facility Buildings must be rated and equipped for all-season use Of the facility RSF, A minimum of 31,000 RSF of total residential space consisting of individual rooms that are a minimum of approximately 120 SF, Toilet and shower facilities adjacent to residential rooms serving 8 persons per toilet/shower Food service kitchen and dining room capable of accommodating a minimum of 400 persons per seating A minimum of 66,000 RSF of space that can be used for indoor recreation, education and administration Adequate utilities to support minimum population of 400 children and 133 staff A minimum of 5 acres for outdoor recreation Compliance with all city/locality building and zoning codes A minimum of 100 parking spaces Compliance with Americans with Disabilities Act Cost: Cost of lease including utilities and maintenance Cost of improvements necessary to satisfy requirements Cost of purchase of property if purchase is an option Facility location: Within 30-minute drive to hospital Within 1-hour drive of international airport Evidence that the Government�s intended use is permissible by zoning Facility has road access capable of accommodating delivery tractor trailers and large passenger buses Located away from hazardous materials operations or site contamination Availability of Spanish speaking population in the area Capability of fencing the property so that it can be completely separated from other activities and operations Fully outside of the 100/500- year Flood Plain as identified in the most current FEMA flood plain map Location and facilities plan that presents no adverse impacts to listed environmental, historic, or other preservation areas Please submit the following no later than February 1, 2022 by 5:00PM Eastern Standard Time, and should include the following information at a minimum: Building name and address of the property Total USF and rentable square feet and anticipated rental rate and purchase option Cost of tenant improvements required if existing conditions do not meet requirements described above Current zoning Age of facilities Site plan or street level map including easements Building floor plans with dimensions or square footage listed Description of utilities including water, sewer, stormwater, telecommunications, electrical, and backup electrical Acreage on property that is available for outdoor recreation.� This should not include buildings, roadways, and parking Amount of parking available on-site Building ownership contact information Applicable utility permits (fresh water, wastewater, emissions) Owners, brokers, or agents may offer space for consideration.� Any properties submitted by brokers or agents must be accompanied by written evidence that they are authorized by the ownership to exclusively represent the location offered.
