- This is a SOURCES SOUGHT SYNOPSIS. The purpose of this synopsis is to gain knowledge of potential sources for this system including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The Tennessee Army National Guard (TNARNG), Joint Forces Headquarters, Nashville, TN has been tasked to solicit for and award a project to include but not limited to developing a web-based material management and property redistribution software application. This software integrate data from the following systems Global Combat Support System � Army (GCSS-A), Federal Logistics (FEDLOG), Logistics the Army Authorization Documents System (LOGTAADS), and Defense Automated Addressing System (DAAS) in order to provide �real time� total asset visibility to assist all echelons with deployment planning, readiness, transportation, disaster response and preparedness. The application will connect to multiple logistics information systems and allow users to provide multifaceted queries. The application will be web-based, Common Access Card (CAC) enabled, and accessible from any location with a Non-Classified Internet Protocol Router Network (NIPRNET) connection withouth the use of any specialized hardware. The system will be equipped with all the capabilities outlined in the work areas described below: The system will provides near �Real Time� asset visibility that can be used from anywhere a NIPRNET connection is available. The application will pull updated unit property information and authorizations daily for immediate display in the system. Technical staff verify the data via automated and manual data checks. The application will also provide the capability to filter and view data by designated Task Force. The system should be accessible from anywhere a NIPRNET connection is available via installation connection or Military VPN (if not on an installation) and have an uptime of 99.5% unless unavailable due to scheduled maintenance and unforeseen network outages.� To gain access new users will submit an automated System Access Request (SAR) through the application.� The systems administrator will validate the user and provide access to the system.� If the user needs additional roles/permissions, the requests will be sent to the Government POC for approval. Our help desk staff will only grant permission roles based on guidance from the TNARNG G8 and/or G4 POC. Awardee should provide a help desk support to end-users.� Users can contact the help desk support staff via phone or email for assistance with the system. New user accounts will be processed within four (4) business hours. Users will have the ability to upload files (.DOC, .DOCX, .GIF, .JPG, .PDF, .PNG, .RTF, .TXT, .XLS and .XLSX files) into the application.� These files will be available to view or download within the system. Awardee will provide two (2), one (1) day training events at a TNARNG identified location if requested. The system must be hosted at an accredited military datacenter and provide asset managers with a 'one stop' system that furnishes asset visibility and equipment management capabilities. Equipment data results include Line Item Number (LIN), description, National Stock Number (NSN), on hand quantity, location, and condition code. Systems functions should provide the following capabilities to all users: Print reports from search queries by unit, task organization, LIN, NSN, and Serial Number (SN); Automated Deployment Equipment List tool; Current, first and second future authorization documents; Capability to run Excess and Shortage Equipment Reports by Task Organization; and Dollar value reporting for all equipment. The application must also provide the TNARNG with a Transportation Module. The Transportation Module capabilities will include: Unit request functionality and routing capability resulting in a military format Transportation Request Form for required documentation; can be printed or downloaded for auditability as needed; Functionality to show reservation status by UIC, Sub Activity Group (SAG), Transportation Account Code (TAC) and Dates; Download to Microsoft Excel for manipulation; Dollar amount functions for Installation Transportation Office (ITO) to confirm reservation (estimate and final funding amount); Financial functionality to reconcile funding versus expenditures, differentiate fiscal year funding versus fiscal year expenditures, maintain checkbook functionality based on each fiscal year�s funding, filter and produce reports based. Complete web-based application must include all components listed areas above. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm Fixed Price Contract. �All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 05 January 2022 4:30 P.M. CST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form ( attached to this posting) and (3) A listing of comparable projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
