- Description
- The Department of Veterans Affairs, SAO West - Network Contracting Office (NCO) 22, for the VA Long Beach Healthcare System (VALBHS), intends to solicit and negotiate with one source, SCOUT ENVIRONMENTAL, INC. The statutory authority for restricting competition under Simplified Acquisition Procedures (SAP) for Single Source, commercial item acquisitions not exceeding the Simplified Acquisition Threshold (SAT), currently $250,000, is 41 U.S.C. 1903, as implemented by FAR 13 Simplified Acquisition Procedures. The VALB campus is a culturally sensitive campus due to documented presence of the Gabrielino-Tongva tribe. The Facility has undergone various projects that NHPA Section 106 compliance has been required to ensure the heritage of the tribes is properly honored. Over the course of the last year, SCOUT environmental has provided services to VA Long Beach to ensure the National Historic Preservation Act is followed and communication with the local Tribes and State Office. Scout has also provided critical feedback and clarification of various issues regarding our Historic Preservation Treatment Plan which was put into place to ensure the Facility is able to keep the projects on schedule for construction. SCOUT ENVIRONMENTAL, INC. will provide consultation and drafting documents in compliance with Archeological, Curatorial, and NHPA Section 106 work. Furthermore, Scout will coordinate with those Tribal Organizations involved in the program and schedule Native American monitors on a rotation basis and shall ensure that work is offered on a reasonably equal basis to all four groups. Scout will provide and design a Cultural Awareness Training. The training will include instruction on: (1) the reasons for conducting the archeological and tribal monitoring, (2) the possibility of unearthing cultural artifacts and deposits; (3) the types of artifacts and deposits that may be unearthed, including human remains; (4) the importance of, and legal basis for, the protection of such materials; and (5) the requirement to immediately halt work within 50 feet of artifacts, archeological deposits or human remains. The North American Industry Classification System Code (NAICS) is 541620 with a size standard of $16.5M. No solicitation package will be issued. The period of performance for this acquisition is January 25, 2022 through January 24, 2025. This notice of intent is not a request for competitive quotes; however, any firm that believes it can meet the specifications above may give written notification to the point of contact no later than 10:00 A.M., (PST) on January 4, 2022 to the Junior Contract Specialist, C. Simona Hinsley at corina.hinsley@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government.
