Description

NOTICE OF INTENT TO SOLE SOURCE IAW FAR 6.302-1 This requirement is for the continued lease of already-installed dark fiber that was previously solicited, competed and awarded to Utilisouth under contract DJD-17-K-0005. The referenced contract included two primary deliverables: The installation of two (2) diverse dark fiber paths, with 4 pairs (8 fibers) installed point-to-point from the Core Enterprise Facility (CEF) in Sterling, VA (Address A - 22400 Shaw Rd, Sterling, VA) to Equinix in Ashburn, VA (Address B - 21701 Filigree Ct., Ashburn, VA),and the leasing of the installed fiber.� The two dark fiber paths met all of the requirements set forth for testing and acceptance (G.652 standards for single mode optical fiber, terminated with LC connectors, be less than 8 kilometers from provider patch panel in Service Address A to provider patch panel in Service Address B, and continuous operation at 100Gbps transmission rates). Following the installation, the DEA has leased those two (2) dark fiber paths from Utilisouth under the referenced contract. Utilisouth owns the existing fiber. Considering this, no other vendor can satisfy the needs of the Government under this requirement. The DEA is seeking to continue to lease the existing dark fiber paths from Utilisouth. All responsible sources may submit a capability statement demonstrating the ability to provide the requested services, which shall be considered by the Government before the intended award date. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. The Government will not reimburse interested sources for any information provided. No requests for capability brieings will be honored. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
