Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation number 12505B22Q0021 is issued as a request for quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-1. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS code is 561710, Exterminating and Pest Control Services, with a small business size standard of $12.0 Million and the PSC code is S207. The Department of Agriculture (ARS) has the need for the following Services: 001) Pest Control Service Scope of Work: The USDA-ARS National Animal Disease Center (NADC) in Ames, IA is requesting quotes for pest control services. The vendor is to provide pest control service of an adequate level of pest control to protect staff, government property and ensure the integrity of programs under way. They are also to prevent and eliminate insect and rodent infestation inside and a 10� parameter around the outside of the identified facilities utilizing industry approved mitigation methods i.e. bait stations, traps and pesticide. The Government expects to make a firm-fixed price service contract award that includes a base and four (4) option years. Background: The mission of the USDA-National Centers for Animal Health in Ames, Iowa is to meet national needs for animal health research, diagnosis, and product evaluation. � Technical Requirements:� The contractor shall notify ARU representative no less than 48 hours prior to planned visit to allow for notification of NCAH Security.� The Contractor shall check with the ARU office in Bldg. 24 to determine if there are any special needs or restrictions prior to each scheduled service call. Requested services to meet special needs or problems are also coordinated through the ARU office. For items not covered contact the Contracting Officer.� Service call tickets will be receipted by the ARU office. If, during the period of this contract, additions to the building list are made or any additional service is desired, a separate agreement to this proposal may be negotiated. The contractor is responsible for the employment, control and conduct of employees; and for injury of such employees in the course of their employment or otherwise, or to others through the acts of neglect of such employees. Every visit to NCAH shall be by the same service representative or an alternate trained in the NCAH treatment regimen. The contractor may be requested to shower and put on clothing specified by the Government prior to entering some of the areas described above. Services The contract will consist of three different types of pest control services at the USDA facility at 1920 Dayton Avenue in Ames, Iowa. Pest Control of rats, mice, roaches, ants, gnats, spiders, drain flies and water bugs (once monthly) - 12 Months (March 1, 2022 � February 28, 2023) Pest Control of flies and mosquitoes (twice monthly) - 5 Months (May 1, 2022� September 30, 2022) Pest Control of Midges (twice monthly) - 3 Months (August 1, 2022 � October 31, 2022) Item #1 Service shall include control of rats, mice, roaches, ants, gnats, spiders, drain flies and water bugs.� Contractor will be required to perform the following services in conjunction with each operation:��perform a complete inspection of the site, identify pests, pest damage or any potential for pest damage, determine the extent of pest damage, render treatment if required to control, prevent or otherwise mitigate the pest(s), and evaluate the effectiveness of the treatment.�� Contractor�s service representative shall service the premises monthly.� Contractor�s service representative shall make additional visits and treatments as they are deemed necessary at no extra charge. All regular and additional service calls shall be made within 48 hours on regular service calls and within 24 hours on additional (urgent) service calls upon request of the Government. All service calls, as far as possible, shall be rendered at such times as to cause the least practical disturbance to occupants and normal activities, and shall be between the hours of 8:00 a.m. and 4:00 p.m. on a weekday (Monday through Friday) except on federal holidays.� However, it is understood that some pest control may require that service calls be made after normal business hours; e.g. use of insecticides. All work shall be performed in a safe manner and in accordance with the most modern and professional pest control procedures; and in accordance with pest control procedures recommended by the National Pest Control Association.� In the event objectionable odors arise from deteriorated carcasses of rodents, the contractor shall be responsible for the elimination of such odors at no extra cost to the Government.� It shall, also, be the contractor�s responsibility to properly clean up the premises following each treatment without extra expense to the Government. To ensure effective pest control results, whenever conditions conducive to breeding or harborage of pests covered by the contract are reported in writing by the contractor�s representative to the consignee, the consignee shall, within the practical limits, take necessary steps to assist the contractor in controlling such conditions.� The contractor shall submit a detailed listing of all pesticides and rodenticides to be used for control of pests and rodents listed in the specifications no less than seven calendar days prior to first application.� They must be approved for use at NCAH by the Animal Resources Unit (ARU) Manager or designee PRIOR to application.� In addition, the contractor shall submit corresponding MSDS sheets on all pesticides, rodenticides, and chemicals used at NCAH prior to first scheduled visit.� All precautions to prevent injury to humans, domestic/exotic animals and property damage will be taken care of by the pest control operator. Special care shall be exercised in the use of liquid insecticides in areas having an asphalt, mastic or linoleum floor surface.� The insecticides shall not stain or discolor walls, ceilings, floors or baseboards.� Rodent Bait blocks are to be placed in a bait box appropriate for the area.� All bait boxes are to be checked at each visit by the contractor and restocked as needed.�� NOTE:� Bait Blocks are not to be placed loose in animal or feed storage areas. Unless otherwise specified elsewhere in the contract documents, the Contractor shall inspect all buildings/areas to determine if pests are existent, and to perform necessary treatment as well as provide services as designated for each building (see attachment A).� The Contractor shall not deviate from the schedule of services unless approved by the Contracting Officer (CO). During the scheduled visit, the Contractor shall also perform pest control services in other locations where pest sightings have been reported by the CO or Animal Resources Unit representative, as well as provide follow-up inspection and/or treatment of previously serviced pest activities until pest problems have been abated. Item #2: Service shall include twice monthly fly and mosquito control from May 1, 2022 through September 30, 2022 in the following areas with designated estimates of number of applications: NCAH, Dayton Avenue Buildings 125, 200 through 226, 230 through 234, B2 lot, 406 through 412, 420, 423 and 447 to include any and all outside pens and loafing areas.� All waste disposal buckets in this area.� The insecticides to be used must be approved by the Animal Resources Unit Manager or designee PRIOR to application. The insecticides will be applied twice per month through the contract period to the areas designated above.� Item #3: Service shall include twice monthly midge control from August 1, 2022 through October 31, 2022 in the following deer housing areas with designated estimates of number of applications: NCAH, Dayton Avenue Field Barn 210 pasture, large doe pasture, and small buck pasture � NTE 12 acres.� The insecticides to be used must be approved by the Animal Resources Unit Manager or designee PRIOR to application.� The insecticides will be applied in the early morning twice per month through the contract period to the areas designated above.� Locations for Treatments North Campus: Shops, Storage, Power Plant, Necropsy/Incinerator, Cage Washer, Equipment Cleaning and Warehousing Buildings:� 5, 10, 11, 13, 14, 16, 17, 22, 196, 126, 153, 154, 155, 156, 157, 213 and 226. Non-Containment Animal Barns: 125, 201, 202, 203, 204, 205, 206, 207, 208, 209, 210, 211, 212, 214, 215, 216, 217, 218, 219, 220, 221, 222, 223, 224, 225, 230, 231, 232, 233 and 234. Containment Animal Buildings: 3, 4, 7, 9, 174, 192, 193, 197, 200. Laboratory, Administrative, Warehousing, Engineering Shops and Animal Facility:� Bldg. 20 and 24 South Campus: Laboratory, Administrative, Storage and Power Plant Buildings: 440, 441, 442, 443, 444, 445, 446, 448, 21, MB, 419, 402, and 403. Non-Containment Animal Barns: 423, 447, B2 lot Containment Animal Buildings: 406, 407, 408, 409, 410, 411, 412, 417, 418, 420, 421, 500, 510 and 520. The following areas will be inspected on each service call: Bldg. 13, 14, 125, 201, 202, 203, 204, 205, 206, 207, 208, 209, 210, 211, 212, 213, 214, 215, 216, 217, 218, 219, 220, 221, 222, 223, 224, 230, 231, 232, 233, 234, 20 (cafeteria), 24 (loading dock/warehouse area) 21, MB, 402, 419, 420. Buildings not listed here will be serviced as needed upon notification by the Animal Resources Unit. The Following buildings require perimeter application monthly March through November to control pests: 3, 4, 5, 7, 9, 10, 11, 13, 20, 21, 24, 125, MB (401), 402, 419, 421, 500, 510, 520.������ A report must be submitted at the conclusion of each visit that documents work completed during the visit and should include: -Date of service -Name of Technician performing service -Company Name -All Locations listed with the following as performed/noted: ���� *Type service performed (Inspect, Perimeter treatment, Fly control) ���� *Any additional actions taken ���� *Any conditions contributing or with potential to contribute to rodent/insect issues -Page Numbers (if multiple pages) Required Supplies:� The contractor shall supply the following items in support of NCAH pest control efforts as requested during the term of the contract not to exceed the total quantity indicated: Rodent Bait Blocks, standard size, 5-gallon bucket � NTE 4 5-gallon buckets. Mouse and Insect Glue Boards, approximately 4�x9�, box of 72 boards � NTE 4 boxes Bait Box, mouse, plastic, corner style, each � NTE 15 boxes Bait Box, rat, plastic, each � NTE 8 boxes Government Furnished: The government will provide list of buildings and areas requiring treatments. Additional feedback to contractor will be provided on areas of reported rodent and/or insect activity that will require treatment and follow up. Travel: To USDA, 1920 Dayton Avenue, Ames, IA 50010. Contractor�s Key Personnel:� The contractor shall maintain competent trained personnel who will be available for advice and consultation on matters pertaining to insect, rodent and other pest problems. The contractor�s service representative shall conform to Federal, State and local ordinances and laws in regard to pesticides and rodenticides. All services provided onsite will be performed by a licensed/certified Pest Control Operator. Security Requirements: Most areas serviced are within restricted areas of the campus where the movement of government or contractor personnel is closely controlled. Entry to certain areas used for research or housing laboratory animals requires an escort and sign-in procedure. Customer complaints provide a critical method of control. Failure to achieve an acceptable result based on observation by government personnel and coordinated by the ARU may result in additional or expanded treatments until the desired results have been achieved. Place of Performance: Services to be provided at USDA, NCAH, 1920 Dayton Avenue, Ames, IA 50010.� Visits shall not be made on Federal Holidays or Observance of Federal Holidays. Period of Performance: The contract effective date shall run from March 1, 2022 � February 28. 2023 (12 months). Desire is for award of base and four (4) option years. Base year � 12 months (March 1, 2022 � February 28, 2023) Option Year 1 � 12 months (March 1, 2023 � February 29, 2024) Option Year 2 � 12 months (March 1, 2024 � February 28, 2025) Option Year 3 � 12 months (March 1, 2025 � February 28, 2026) Option Year 4 � 12 months (March 1, 2026 � February 28, 2027) Evaluation Factors:� Lowest price, technically acceptable. The government intends to award a firm-fixed price award based on the lowest price technically acceptable product. The lowest priced product will be evaluated first; if not found acceptable, the next lowest priced product will be evaluated, and so on until an acceptable product is identified. The government will not review higher priced products if the lowest priced product is determined to be technically acceptable. For a vendor�s products to be considered technically acceptable, they must meet all of the technical requirements identified in the solicitation. Submitting a Quote: To be eligible for an award, all contractors must be registered in the System for Award Management (SAM) with a current and active registration. A contractor can contact SAM by calling 1-866-606-8220 or e-mail at www.sam.gov. NO EXCEPTIONS. A DUNS (Dun and Bradstreet) number is required in order to register.�Vendor must also include their DUNS# on their quote. Also, to be eligible, all vendors must be NDAA 889 Certified. If they do not currently have a NDAA 889 Certification, then they must complete the attached NDAA 889 Certification form and submit it to aaron.dimeo@usda.gov so that they can be added to the list of NDAA 889 Certified vendors. The submission and payment of invoices on the resulting contract will be made through the Invoice Processing Platform (IPP). As such, vendors must be currently registered or register in IPP in order to be able to submit and receive payment on invoices for the resulting contract. � Offerors responding to this announcement shall submit their quote on�SF 1449�(see attached). The quote should include all fees, delivery charges, and/or surcharges. This will be a tax-exempt purchase. Only electronic submissions will be accepted.
