- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number 36C26222Q0218 is issued as a Request for Quotation (RFQ). The provisions and clauses in this document are in effect through the Federal Acquisition Circular 2021-07. This solicitation is being administered under full and open competition to award to a responsible and capable source offering the best value to the US Government. Offerors are encouraged to read the entire solicitation as instructions are contained herein. Scope. The US Government needs Two (2) Single Sample Osmometer with an Option for a Preventative Maintenance/Service Plan; The preventative maintenance/service option plan is for four (4) Option Years. Equipment. Advanced Model Osmo1* Single Sample Osmometer: Brand Name Salient Characteristics (See Provisions Incorporated by Reference) Must have ability to read two-dimensional barcodes with ten (10) digits. Must use freezing-point methodology. Must be able to run serum and urine fluid types. Must produce readings from low sample volume less than <250 uL. Must accurately report values between 100 to 2000 mOsm/kg. Must be able to perform up to ten (10) analyses per 24 hours. Must produce results within 5 minutes. Must transmit patient and quality control results to Laboratory Information Systems and Data Innovations. Quality control check must not be required more than once every 24 hours. Must meet maintenance requirements according to industry standard; calibrations only required semi-annually or during troubleshooting procedures. Overall footprint/dimensions must not exceed 2 x 2 , width and depth. Standard equipment requirements for hospital laboratory operations in the US. *Brand Name Information: Manufacturer is Advanced Instruments Warranty. One-year standard comprehensive manufacturer warranty coverage. Warranty period begins upon complete installation ready for operational use. Additional Requirements. One-year supply of protein-based and urine osmolality controls. Labor. Contractor shall provide all labor, materials, equipment, supervision, transportation, licenses, and required certifications to accomplish the work associated with the preventative maintenance (PM) and servicing of equipment covered under the contract. Installation. Complete installation and required validation (consumables included), for operational use. Installation shall be scheduled accordingly. Training. On-site training/orientation for operational use (training materials included); Training shall be scheduled accordingly. Option Year Service. Option to start the first year of service one (1) day after expiration of comprehensive manufacturer s warranty (one year). PM services shall be provided during the contract period. The scheduling of PM services shall be coordinated with the Contracting Officer Representative (COR) or designated appointee. PM services shall be performed in a manner which clearly demonstrates meeting or exceeding all manufacturer technical performance specifications. PM and services shall include, but not limited to the following: Annual on-site preventative maintenance Onsite repairs and repair parts covered Unlimited phone support Loaner instrument covered Place of Delivery/Performance. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 30 days. (End of Clause) 52.217-9 OPTION TO EXTEND THE TERM OF THE CONTRACT (MAR 2000) (a) The Government may extend the term of this contract by written notice to the Contractor within 30 days; provided that the Government gives the Contractor a preliminary written notice of its intent to extend at least 60 days before the contract expires. The preliminary notice does not commit the Government to an extension. (b) If the Government exercises this option, the extended contract shall be considered to include this option clause. (c) The total duration of this contract, including the exercise of any options under this clause, shall not exceed four (4) years. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor's directly pertinent records involving transactions related to this contract. (2) The Contractor shall make available at its offices at all reasonable times the records, materials, and other evidence for examination, audit, or reproduction, until 3 years after final payment under this contract or for any shorter period specified in FAR Subpart 4.7, Contractor Records Retention, of the other clauses of this contract. If this contract is completely or partially terminated, the records relating to the work terminated shall be made available for 3 years after any resulting final termination settlement.
