VETERANS AFFAIRS SEEKING SPACE FOR MEDICAL RESEARCH OFFICE AND LIGHT INDUSTRIAL USE Allegheny County, PA | Market Research The U.S. Department of Veterans Affairs Seeks Expressions of Interest for 34,222 Net Usable Square Feet of Medical Research Office and Light Industrial Space in Allegheny County, PA. Notice: This advertisement is for market research purposes for a potential opportunity. This advertisement is not a solicitation for offers, nor is it a request for proposals. The purpose of this advertisement is to identify potential sources and suitable locations and is not intended to pre-qualify or disqualify any potential offers. The Government will not pay for any costs incurred because of this advertisement. Contracting Office Address: United States Department of Veterans Affairs (VA), Leasing and Specialized, Network 4 Contracting Office (NCO 4), 1010 Delafield Rd, Pittsburgh, PA 15215. Description: The VA Pittsburgh Healthcare System, Pittsburgh, PA desires to identify potential sources that have the capability to provide up to 34,222 Net Usable Square Feet (NUSF) of leased space for a combination of medical research office and light industrial space within and abounding the delineated area identified below. Space requirement includes a portion of the space with ground floor level access and integral loading dock; compliant with ADA (Americans with Disabilities Act) accessibility, ABAAS (Architectural Barriers Act Accessibility Standard) and VA Barrier-Free Design Standard; and have 50 parking spaces to include ADA spaces as required to meet the accessibility standards listed above. Special use spaces include: Research Laboratory Space: The ceilings (Exposed Concrete) that contain the ADL Lab (1,000 USF) shall be at least 18 feet, 0 inches and no more than 25 feet, 0 inches measured from the lowest obstruction. The ceilings in the remaining space shall be at least 10 feet, 0 inches and no more than 10 feet, 0 inches from the lowest obstruction. Areas with raised flooring shall maintain these ceiling height limitations above the finished raised flooring. Bulkheads and hanging or surface-mounted light fixtures which impede traffic ways shall be avoided. Ceilings shall be uniform in color and appearance throughout the leased space, with no obvious damage. Prototyping/Modeling Space: Ceilings (Exposed Concrete) shall be at least 12 feet, measured from floor to the underside of structure. Areas with raised flooring shall maintain these ceiling height limitations above the finished raised flooring. Bulkheads and hanging or surface-mounted light fixtures which impede traffic ways shall be avoided. Ceilings shall be uniform in color and appearance throughout the leased space, with no obvious damage. The following is an estimate of needed rooms/space: Definition of Net Usable Square Footage (NUSF): NUSF used for VA leases is that portion of rentable space that is available for a tenant s personnel, furnishings, and equipment, and includes the floor area of full-height columns and projections enclosing the structural elements of the building within the space. Net usable space is the area for which VA will pay a square foot rate. It is determined as follows: If the space is on a single tenancy floor, compute the inside area by measuring between the inside finish of the permanent exterior building walls or from the face of the convectors (pipes or other wall-hung fixtures) if the convector occupies at least 50% of the length of exterior walls. If the space is on a multiple tenancy floor, measure from the exterior building walls as above and to the room side finish of the fixed shared public corridor and shaft walls and/or the centerline of tenant-separating fixed wall partitions. Deduct the following from the inside gross area, including the enclosing walls, to arrive at the figure for net usable square feet: Housekeeping closets not contained in programmed areas Public restrooms and lounges Building equipment and service areas Public corridors and entrance lobbies Vertical circulation (elevators, escalators, and stairs) Shafts, risers, and stacks The anticipated lease will be a full-service lease to mean all utilities, security, telephone, janitorial and all-season landscape and snow removal are included. Lease Term: The anticipated lease term is a firm term of five (5) years, and additional soft term of five (5) years for a total lease term of 10 years. Delineated Area: Pittsburgh, PA The space must be in or abounding the delineated area. The area focuses on proximity to the University of Pittsburgh, and the VA Pittsburgh Oakland campus. Starting at the intersection of Browns Hill Rd and the Monongahela River: South and West: Monongahela River to Allegheny River West and North: Allegheny River to Route 8. East: Route 8 to South Dallas Ave to Beechwood Blvd to Browns Hill Rd. to Monongahela River. The following map of the delineated area is provided for further clarification of the boundaries of the delineated area. Additional Requirements: Space will not be within a 100-year flood plain. Space within the 100-year flood plain would only be considered if no space was available outside the 100-year flood plain. If applicable, historical property should be identified for consideration. If applicable, socioeconomic classification should be identified for consideration. Response Information: Interested parties should submit information sufficient to show space fulfills the basic requirements stated in this notice: outside 100-year flood plain; historical or non-historical space identification; socio-economic status identified, within and abounding delineated area; with the parking and other building requirements stated herein. Attention SDVOSB/VOSB: Responses to this notice will assist VA in determining whether this acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127 or proceed with Full and Open competition from capable sources. SDVOSB and VOSB firms are invited to provide information to contribute to the market research for this project. SDVOSB and VOSB firms must be registered in VA s Vendor Information Pages (VIP) site at https://www.vip.vetbiz.gov and have the technical skills and financial capabilities necessary to perform the stated requirements. SDVOSB and VOSB firms are requested to submit a Capabilities Statement to VA for review. This is not a request for proposals, only a request for information for planning purposes, and does not constitute a solicitation. A solicitation may or may not be issued. This notice is being published in accordance with Federal Acquisition Regulation 19.14 and VA Acquisition Regulation 819.70. Project Requirements: VA seeks information from Potential Offerors who are capable of successfully performing a lease contract, including design and construction of the facility described above, as well as all maintenance and operation requirements for the duration of the lease term.
