Description
NOTICE OF INTENT FOR PROPOSED CONTRACT ACTION The Department of Veterans Affairs, Network Contracting Office (NCO) 2, James J. Peters VA Medical Center, Bronx New York, intends to award a sole source contract under the authority of 41 U.S.C 253(c) (1) - FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements, to Phoenix Medical Construction Group, Inc., 681 Chestnut Street, Union, NJ 07083 through PHILIPS Healthcare Design Construction Services. PHILIPS Healthcare Design Construction Services originally submitted a proposal for a turnkey Digital Diagnost 4.1 installation in Room 2D-27/2D-27A of Building 100 at the James J. Peters VA Medical Center. PHILIPS intended to use Phoenix Medical Construction Group, Inc. for all site construction work. PHILIPS worked with Phoenix Medical Construction Group, Inc., and their Architect to develop part of the construction drawings for the project. The remaining 20% design and construction services is what will be awarded to Phoenix Medical Construction Group, Inc. through PHILIPS Healthcare Design Construction Services. Place of performance: Department of Veterans Affairs, James J. Peters VA Medical Center, 130 West Kingsbridge Road, Bronx NY 10468-3904. Period of Performance: The period of performance is 90 Calendar Days from Notice to Proceed date. This notice of intent is not a request for proposals; interested parties may express their interest by providing a capabilities statement no later than Monday, January 3, 2022 at 11:00 AM EST. The capabilities statement must provide clear and unambiguous evidence to substantiate the capability of the party to provide the required services. A determination not to compete this proposed contract upon responses to this notice is solely within the discretion of the Government. Verbal responses are not acceptable and will not be considered. If after Monday, January 3, 2022 at 11:00 AM EST, no viable responses have been received in response to this announcement, Department of Veterans Affairs shall negotiate solely with Phoenix Medical Construction Group, Inc. The government believes Statement of Work below cannot be provided by another firm within a timely and practical manner. The government believes that it would be highly unusual for another design professional to take on the responsibilities, which are generally incidental to an overall agreement for preparation of plans and specification. This notice of intent to award a sole source contract is not a request for competitive proposal. There will be no solicitation available for competitive proposal. Phone calls will not be accepted. A determination as to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Scope of Work General Scope This project will provide professional A/E design and general construction services (site support) required to renovate approximately 800 SF of existing space: 2D-27/2D-27A Building 100. This renovation will support the installation (through additional requirements) of a PHILIPS Digital Diagnost 4.1 Machine awarded under Equipment and Turnkey contracts to PHILIPS Healthcare Design Construction Services. These services are a continuation of preliminary sketches and site analysis performed by the equipment vendor in preparation for the turnkey authorization above. Design work will include: [Ref: Department of Veteran Affairs Surgical and Endovascular Services Design Guide] Architectural Analysis/design most notably functionality of main operations area and clinical center planetree upgrades. HVAC Analysis/design most notably heat load analysis of equipment Plumbing Analysis/design most notably adequate supply loads and medical gas installation. Electrical Analysis/design most notably equipment loads. Structural and Seismic Analysis/design Design/Build Services should adhere to all needs regarding specialize design in this area including methods of work to assure the continued operation of medical center radiology department. The A/E services are primarily professional architectural, structural, mechanical, and electrical site survey and design analysis. The design shall continue to address the need for special protective construction (Pre- construction risk assessments) and methods of work to assure the continued operation of medical center. The design shall continue to develop an appropriate phasing and coordination plan for the construction of the project to continue the normal operation of the medical center and assure the safety of patients, visitors, and employees during all construction. Design/Build Services should also adhere to all needs regarding specialize construction in this area including methods of work to assure the successful installation of the PHILIPS Digital Diagnost 4.1 Machine. Division 0: Architectural/Engineering Services Development of Architectural and Engineering drawings for Customer Review & Approval. These documents will be used to obtain all appropriate approvals in accordance with the current VA Department of Veteran Affairs Surgical and Endovascular Services Design Guide. Division 2: Site Work 0 Remove existing finishes from within the 2D-27/2D-27A as required for new installation: Removal of existing ceiling at Unistrut location as required in work area. Removal of electrical wiring no longer required for new installation. Division 3: Concrete 1. Modification of existing floor slab is for the new loads. Division 5: Metals Provide C channels to underside of existing beams to support new Unistrut. Provide new Unistrut as per equipment drawings. Seismic anchoring. Division 6: Wood and Plastics Modifications to existing millwork. Provide corian countertop in control room which serves X-Ray rooms. Provide bench in dressing cubicle Division 7: Thermal and Moisture Protection 1. Provide fire stopping to any penetrations performed by the work as well as existing perimeter. Division 8: Doors, Frames, Hardware and Windows 1. N/A Division 9: Finishes Patch and prep walls for painting. Replace ceiling grid and 2 x 2 ACT in X-Ray room Installation of Seamless Flooring Painting/Wall Finishes/Wall Covering Division 10: Specialties 1. Radiation Protection Modifications to existing doors, door frames, walls or viewing window. Division 13: Special Construction Patching existing wall Bucky location with 1/16 lead lining. Upgrade existing lead shielding system. Division 21: Fire Suppression 1. Relocate sprinkler heads as per new layout. Division 22: Plumbing All plumbing work as per new layout. All work associated with Medical Gas System. Division 23: Heat, Ventilating, and Air Conditioning Relocate duct branch lines and ceiling diffusers to accommodate new layout. Open metal deck to allow opening for C channels in interstitial space and close deck. Upgrades/Modifications to existing energy management control systems. Relocate existing diffusers/duct work from below the interstitial deck to new ceiling height. Provide Pre-Construction Air Balancing Report. Demo and cap existing ductwork in interstitial space. Demo one (1) existing mixing boxes. Seal penetrations into interstitial space. Cut new openings into interstitial space floor for new supply and return ductwork. Furnish and install one (1) new 500 cfms mixing boxes. Furnish and install new ductwork and supply and return diffusers. Furnish and install one (1) new, 24X24 fire rated access door Additional Design Notes: The working design shall include the following: Drawings shall be completed to the extent the following is shown: Demolition work required for each area. A design analysis that will evaluate for the Bronx VAMC: Preliminary Phasing Analysis. Preliminary Impact Analysis Preliminary Recommendations/Solutions. Review of applicable Codes. 1/4 or 1/2-inch scale drawings (typical). The final design shall bear the seal of the Registered Architect and Professional Engineer responsible for the design.
