- NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT. THIS IS NOT A REQUEST FOR COMPETITVE PROPOSALS. The Bureau of Indian Affairs (BIA) on behalf of the Bureau of Indian Education (BIE) intends to enter into a sole source Firm-Fixed Price contract with Trane Commercial Systems under the authority of FAR 8.405-6 and 40 U.S.C. 501. BIE- Ojo Encino Day School preparing the school facility for students and staff to fully return for on-site instructions. In advance of fully reopening the school, management is working to implement safety measures to prevent/reduce air borne transmission of viruses such as COVID-19 and to improve overall air quality throughout the building. The Trane heat pump units in each classroom will be fitted with an Auto-Cleaning Bipolor Ionization System. The ionization systems are being installed to reduce particles, pathogens and neutralize odors in occupied spaces. The ionization systems are added measures the school is taking to inactivate potential airborne viruses in the air stream coming into the occupied spaces such as classrooms. The contractor Trane has an existing service contract to service the Trane HVAC units on a quarterly basis as a Sole Proprietor. Trane is the only company allowed to work on this proprietary HVAC system. The Period of Performance shall be 60 days from the notice to proceed date. This work is needed for the health and safety of the students, staffs and the visiting public. The equipment needs to operate per manufacturers specifications to maintain good indoor air quality and provide thermal comfort of the occupants. The Period of Performance shall be 60 days from the notice to proceed date. No solicitation is available, and no technical questions will be answered for this requirement. The NAICS code for this acquisition is 238220. If a firm believes that BIE should not pursue this procurement, it should submit a capability statement and pricing information for the requirement by 12:00 am MS, December 28, 2021.
