Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this Notice. This announcement constitutes the only solicitation for which quotations are being requested. Another written solicitation will not be issued. This Request for Quotation (RFQ) document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2022-01, effective December 6, 2021. This will be a small business set-aside RFQ under NAICS code 541380 with small business size standard of $16.5 million. This requirement is to provide DNA collection and analysis services using the following technique or equivalent: M-Vac Collection Technique, utilizing STRmix expert DNA analysis software online with GlobalFiler, Fusion 6C, 5C, and Qiagen� s Investigator with Quality Sensor with a possible 48 hour turn around as detailed in the attached Statement of Work. This is a brand name or equal requirement. The brand name is �DNA International.� The following items shall be provided by the contractor. The contractor shall submit a unit price for each item or equivalent in the attached�B.5.26 combined solicitation synopsis. Vendors MUST be registered and Active in the System for Award Management (SAM) system (www.SAM.gov) at the time of quotation submission, pursuant to FAR 52.204-7. ATF will award a single Blanket Purchase Agreement (BPA) not to exceed sixty months to the responsible firm whose quote conforming to the RFQ will be the most advantageous/best value using the Lowest-Price-Technically-Acceptable (LPTA) method. ATF may review the past performance/delivery of the seller to help determine its technical capability. The quote shall submit a per unit price for each item. In accordance with FAR 52.211-6 �Brand Name or Equal� and JAR 2852.211-70 �Brand Name or Equal� ATF is allowing quoters to submit quotes for alternate items, provided those items meet all of the salient physical, functional, or performance characteristics specified by this solicitation. Quoters MUST enter exactly what they are quoting (including make, model and description). ATF will evaluate 'equal' items on the basis of information furnished by the quoter or identified in the bid and reasonably available to ATF. ATF is not responsible for locating or obtaining any information not identified in the quote. The selected vendor must comply with the following FAR commercial provisions and clauses, which are incorporated herein by reference: FAR 52.212-1, Instructions to Offerors - Commercial Items; FAR 52.212-3, Offeror Representations and Certifications - Commercial Items; FAR 52.212-4, Contract Terms and Conditions - Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, paragraph (a) and the following clauses in paragraph (b): 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.225-13, 52.232-34. The selected vendor must also comply with FAR 52.203-18, 52.209-11, and 52.211-6. The full text of these clauses may be viewed via https://www.acquisition.gov/far/. Additional ATF local clauses will be included in the award. All questions regarding this solicitation must be submitted in writing and sent via email to Nick Engel at Nicholas.engel@atf.gov and must reference the solicitation DJA-22-ABOS-PR-0107.� All questions must be received by 1:00PM EST on Wednesday, December 29, 2021.
