- Description
- 1.0.SCOPE. The contractor shall provide all management, transportation, tools, supplies, equipment, and labor necessary to provide Local Telecommunications Services on Joint Base Langley-Eustis (JBLE), Virginia (VA) in a manner that shall ensure continuous and reliable service. 1.0.1. General Requirements. This Performance Work Statement (PWS) is a comprehensive description of local exchange access services, analog and digital access transport services, and intra-Local Access Transport Area (LATA) interconnect functions. The Contractor shall be facilities based either locally or by region and shall provide all transmission facilities, equipment, materials, maintenance, test equipment, and design layout needed to perform and provide local access and transport services and functions at the designated demarcation point. This includes the contractor�s ability to install Primary Rate Interface (PRI) trunks, Basic Rate Interface (BRI) trunks, Session Initiation Protocol (SIP) trunks, and the capability to port all currently existing Direct Inward Dialing (DID)s and Commercial Subscriber Lines (CSL)s where applicable. These services shall include any special items, equipment, wiring or infrastructure to ensure the Contractor�s proposed solution is compatible with the government�s current infrastructure. The contractor shall troubleshoot and maintain the operation of the circuit up to its termination point for end user equipment or the Demarcation Point (DMARC) for trunks and circuits. Access to the contractor�s local exchange shall include: operator assistance, Government Emergency Telecommunications Service (GETS), emergency 911/E911 services/functions, circuits/trunks to base Demarcation Point (DMARC) and 911/E911 database maintenance where applicable. The contractor shall follow all Federal Communications Commission (FCC), Public Utility Commission (PUC), Department of Defense (DOD), National Institute of Standards and Technology (NIST), Federal Information Security Management Act (FISMA), Air Force (AF) and industry standards for this requirement. These services shall not include residential/business services for non-Government entities or Government Contractors. Long distance services for Joint Base Langley-Eustis and Fort Story are currently being provided under the Networx contract or any subsequent follow-on contract established by Defense Information Systems Agency (DISA) for long distance services and charges and are not authorized on this Communications Service Agreement (CSA). The PWS Appendix 1 defines all current requirements for Joint Base Langley-Eustis and Fort Story. The contractor shall modify Appendix 1 to incorporate requirements as they are developed, installed, modified, and removed. The government will provide new requirements to the contractor for addition to Appendix 1 as they occur.
