Description

This is a Pre-Solicitation Notice.� This notice does NOT constitute a request for proposal, request for quote or invitation for bid.� Dobbins Air Reserve Base has a requirement to REPAIR GROUND CONTROL APPROACH RADAR GCA/RAPCON SUPPORT FACILITY, APPROACH RADAR GCA/RAPCON SUPPORT FACILITY, OBSELETE BUILDINGS AND CONCRETE STRUCTURES, BLDGS 545 & 557B&C, Project FGWB 13-0123 at Dobbins ARB, GA.� This requirement is 100% set-aside for Small Business.� Set-aside is in accordance with FAR 19.502-2. Work consist of but is not limited to providing all materials, equipment, labor, supervision, and incidentals necessary to REPAIR GROUND CONTROL APPROACH RADAR GCA/RAPCON SUPPORT FACILITY, BLDG 557 AND DEMO OBSELETE BUILDINGS AND CONCRETE STRUCTURES, BLDGS 545 & 557 B&C, Project FGWB 13-0123 in accordance with the project�s specifications and drawings. �The specifications and drawings will be posted as attachments to the solicitation. Department of the Air Force, Air Force Reserve Command, 94th Contracting Flight, will solicit a contract to REPAIR GROUND CONTROL APPROACH RADAR GCA/RAPCON SUPPORT FACILITY, BLDG 557 AND DEMO OBSELETE BUILDINGS AND CONCRETE STRUCTURES, BLDGS 545 & 557 B&C, Project FGWB 13-0123 at Dobbins ARB, GA. This project will consist of replacing the roofing system, all exterior windows and doors, all interior walls, flooring and ceiling finishes (including carpet, floor tile, paint and ceiling tiles). This project will also replace all lighting fixtures and interior partitions as needed to reconfigure space for a mail facility. The HVAC system and plumbing distribution will be replaced and half of the newly renovated facility will be repurpose as a mailroom. This effort will also upgrade the building power supply distribution system and relocate it from facility 545 to building 557. A complete fire protection sprinkler system will be installed and existing alarm system will be replaced, if necessary. Communications system will be replaced as required. This project will demolish facilities 545 and 545A, concrete foundation for building 557B/557C as well as underground electrical wiring as required. In addition, this project will demolish all miscellaneous concrete structures to include sidewalks, pads and old radar foundations. Before any soil is disturbed the site will need to be tested for jet fuel contamination. Demolished areas and areas of ground disturbance will be graded and seeded. Contractors may access the Internet site at: https://sam.gov to register and/or obtain information about the SAM program. No Foreign participation is allowed. NOTE: IAW FAR 52.236-1, Performance of Work by the Contractor, the contractor shall be required to perform on the site, and with its own organization, work equivalent to at least 15 percent of the total amount of work to be performed under the contract. The solicitation will be available on or about 14 January 2022 on the Federal Business Opportunities web page at https://sam.gov Paper copies will not be available. The anticipated bid closing date/time is 16 February 2022 @ 02:00 p.m. Eastern Standard Time. Bid opening is anticipated to occur approximately thirty (15) minutes after bid closing time at the 94th Contracting Squadron, Bldg 812, 1538 Atlantic Ave., Dobbins ARB 30069.
