Description

PRE-SOLICITATION NOTICE Solicitation 36C25222B0011 Project: 676-20-004 Replace Chemistry Analyzer Location: Tomah VA Medical Center 500 E. Veterans Street Tomah WI 54660-3105 Building 400, Second Floor Chemistry Laboratory currently has an outdated Chemistry Analyzer and will be replaced by a new VA-provided Siemens brand chemical analyzer. The objective of this project is to prepare the existing space for the new equipment. Both systems will be located and functional in the same space of the existing lab space during this project and for six months after the installation due to testing and verification. This construction project will remodel the lab and surrounding area to accommodate both systems. Work includes, but is not limited to the following: - Preparing the laboratory to accept the new analyzer system, modifying an AHU in the Building penthouse, and extensive remodel of the second-floor wing as depicted in the drawings. - Relocating utilities, as required, including plumbing, drainage, chilled water piping, sprinkler piping, electrical conduits, fire alarm wiring, IT, lighting, and HVAC ducting that may be affected by the project. The lab will remain occupied and functional during construction activities. Significant effort will be required to maintain Infection Control Barriers and negative pressure in the construction space due to the extremely high level of air quality requirements. Period of Performance is 195 calendar days after Notice to Proceed (NTP) and work will occur in six (6) phases. The NTP shall be issued approximately 14 calendar days after award once required payment and performance bonds and certificate of insurance is provided. The North American Industry Classification Code (NAICS) for this procurement is 236220 Commercial and Institutional Building Construction with a size standard $39.5 Million applies. Estimated price range for construction is between $1,000,000.00 and $2,000,000. Pursuant to Public Law 109-461, this solicitation is set-aside for Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. In accordance with VAAR 819.7003(b), at the time of submission of bids, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a (1) SDVOSB eligible vendor IAW VAAR Subpart 819.70; https://www.va.gov/oal/library/vaar/vaar819.asp#8197001 (2) Small business concern under the NAICS code assigned to this acquisition; and (3) SDVOSB listed as verified in VIP CVE-VetBiz database at:  https://www.vip.vetbiz.gov.   The solicitation, specifications and drawings will be posted on SAM.gov | Contract Opportunities on, or about January 14, 2022. A pre-bid site conference and a site walk-through for this solicitation is tentatively scheduled for the week January 24, 2022 (exact time and location shall be provided with the formal solicitation package).
