Description
Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Ann Arbor Medical Center, NCO 10 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR 8.405-6 Only one source reasonably available for the following items listed below. The associated NAICS code for this is 334510. The vendor will be GE Precision Healthcare, P.O. Box 96483, Chicago, IL 60693. Description of requirements: MRI DISCO Software Catalog # M7005DB Quantity 2 Application Training Catalog # W0330MR Quantity 2 This is a Firm-Fixed Price Procurement. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. This notice of intent is not a request for competitive proposals. It is not a solicitation or request for offers. No solicitation package is available. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government. Responses must be received no later than 12:00pm (EST), January 5, 2022. LouAnn Gilliland Contract Specialist louann.gilliland@va.gov DESCRIPTION/SPECIFICATIONS/WORK STATEMENT I. SCOPE OF WORK: VAAAHS has determined the need for the addition of GE Disco MRI software. In short, this software decreases scan times and increases visualization and reconstruction of smaller parts. The vendor shall supply all labor, supplies, licenses, hardware/software with this procurement. The contractor will conform to the necessary information security practices and trainings in order to remain compliant with the requirements set by the Information Security Officers and Privacy Officer. II. CONFORMANCE STANDARDS: All services provided under this contract must be performed in conformance with the National Fire Protection Agency (NFPA), Occupational Safety and Health Administration (OSHA), and Original Equipment Manufacturer standards and specifications. III. HOURS OF WORK: A. Expected Duration: As stated below, provided delivery of all remote and onsite services will not exceed eight (8) hours in any given day during normal business hours, 8:00 AM to 5:00 PM, CST. B. GE s total hour commitment for support services under this subscription will not exceed one (I) full day of support services, per request. Client will be billed for additional hours at GE s rate for such services set forth in the GSA pricing schedule. All support services will be provided by GE during normal business hours (8:00am to 5:00pm (CST), Monday through Friday) except for the following holidays: New Year's Day (January I) Memorial Day {last Monday in May) Independence Day (July 4) Labor Day (first Monday in September) Thanksgiving Day (fourth Thursday in November) Day after Thanksgiving Christmas Eve (December 24) Christmas Day (December 25) If any holiday falls on a Saturday (other than Christmas Day) it will be observed on the immediately preceding Friday. If a holiday falls on a Sunday, it will be observed on the immediately following Monday. IV. DOCUMENTATION/REPORTS: The Contractor shall submit a legible field service report, which shall include detailed descriptions of the services performed. NOTE: Any additional charges to be claimed must have been approved by the Contracting Officer Representative before service was performed. V. REPORTING REQUIREMENTS: The Contractor shall be required to report to the Biomedical Engineering Section (Building 1, Room BB30-1) and the Radiology Department (D323) to log in during normal working hours. This check in is mandatory. When the service is completed, the Contractor shall document services rendered on a legible field service report. The Contractor shall log out at the Biomedical Engineering Section and submit the field service report to the Contracting Officer Representative for a signature, during normal working hours, or leave the service ticket in the box on the Biomedical Engineering shop door after hours.
