Description
This is a requirement for a firm-fixed price semi-annual preventive maintenance (PM) of; UPS electronics, UPS batteries, annual PM of Power Distribution Racks and emergency service/repair of the Uninterruptible Power Supply (UPS) Systems located at the Canandaigua VA Medical Center, 400 Fort Hill Avenue, Canandaigua, NY 14424. A separate firm-fixed priced line item, for the anticipated battery replacement costs, shall be funded separately, as needed, in the form of a contract modification . Period of performance shall be from February 1, 2022 December 31, 2022 with a provision of four (4) options years. Hours: Work shall be performed Monday Friday between 8:00 am and 4:00 pm, EST or at a time predetermined with the Contracting Officer Representative (COR) and Vendor. Excluded Federal holidays are as follows: New Year s Day, Martin Luther King Day, Presidents Day, Memorial Day, Juneteenth Day, Independence Day, Labor Day, Columbus Day, Veterans Day, Thanksgiving Day and Christmas Day or any other holiday determined by the President of the United States. Equipment for PM: Brand Model Serial Number Eaton Powerware UPS 955/30 BD235KXX03 Eaton Powerware UPS 955/30 BN354KXX03 Eaton Powerware UPS 955/30 BN354KXXX04 Schneider Electric Symmetra PX UPS SYCF40KF QD2035340447 Gutor PXC UPS GUPXCB200EN205 QG1839160030 Batteries for PM : Eaton Powerware: Located in building 37. There are three (3) UPS towers, two (2) of those towers are running the same battery rack. Each external rack has 36 batteries for a total of 72 batteries. Most batteries have a May 2021 date stamp although some may have a June 2019 date stamp. Batteries are 9AH sealed, lead acid, maintenance free. Internal batteries; each unit has 108 internal 12 volt/9AH batteries for a total of 324 batteries. Schneider Electric Symmetra PX: Located in building 37. There is one (1) UPS tower and rack. Batteries appear to have a February 2021 date stamp. Batteries are (SYBT4) 12V 7.5AH sealed, lead acid, maintenance free. There are 3 external battery modules with 32 batteries per module. Internal batteries unknown. Gutor PXC: Located in building 6. There are four (4) trays of batteries, each tray holds eight (8), Enersys HX205 batteries for a total of thirty-two (32) batteries. The appear to have a May 2020 date stamp. Internal batteries unknown. Scope: Vendor shall provide all necessary labor, equipment , tools and materials required to perform preventative maintenance, 24 hours emergency repair/service and battery replacement capabilities; to assure functionality of one (1) Gutor PXC UPS (Model GUPXCAT OM-82819) and three (3) Eaton Powerware UPS (Model 955/30) and one (1) Schneider Electric Symmetra PX UPS (Model SYCF40KF) systems located in Buildings 6 and 37 Canandaigua VA Medical Center at 400 Fort Hill Road, Canandaigua, NY 14424. All battery replacement is subject to prior approval from the Contracting Officer (CO) in the form of a contract modification. Specifications: Building 6 and 37: Two Semi-annual Preventative Maintenance visits for UPS Electronics. Includes visual inspection, inspection of internal operating parameters, inspection of external operating parameters, inspection of environmental parameters, general visual inspection of batteries, inspection of monitoring system parameters, and general inspection of UPS. Building 6 and 37: Two Semi-annual Preventative Maintenance visit for UPS Batteries. Includes measuring and recording individual cell float potentials and batteries, measurement of ambient temperature, measurement and recording of all intercell/unit connectors and battery cable contact resistances, visually inspection of condition and appearances, mechanical housekeeping and review, inspect and adjust float voltage, operation of output current and voltage meters, review of customer-maintained records and safety review and provide a written report. All batteries testing outside of standard factory acceptable range, shall be reported to the COR during the semi-annual preventative visit for determination of corrective action. Building 6 and 37: One Annual preventative Maintenance check for three (3) PDR (Power Distribution Racks). UPS Firmware and Software upgraded by Factory Trained Technicians every time the unit is serviced. Emergency service and repairs as needed with a standard 8-hour response time. Vendor will provide 24/7 corrective maintenance overage Parts ( all inclusive, except for batteries), labor and expenses included for all UPS electronics. Service Requirements: Vendor shall provide trained personnel authorized to work on OEM (original equipment manufacturer) listed in the schedule. Training records are subject to review by Contracting Officer (CO) at any time. Vendor shall provide two (2) semi-annual preventative maintenance visits for UPS electronics. Vendor shall provide two (2) semi-annual preventative maintenance visits for UPS batteries. Vendor shall provide one (1) preventative maintenance for the Power Distribution Rack (PDR) Vendor shall provide, preventative maintenance during the months of January and July or at a time agreed upon with the Contracting Officer Representative (COR) . Vendor shall provide emergency service and repairs as needed with a standard 8-hour response time. Vendor shall provide 24/7 corrective maintenance coverage to include; parts (all inclusive, except for batteries), labor and expenses for all covered equipment. Vendor shall notify the Canandaigua VAMC Facilities Engineering department prior to delivery of items. Vendor shall provide a service report of all work done within 72 hours of completion to the COR. Vendor shall provide a telephone number for phone support during non-business hours. VHA Supplemental Contract Requirements for Combatting COVID-19 Contractor employees who work in or travel to VHA locations must comply with the following: Documentation requirements: If fully vaccinated, contractors shall show proof of vaccination. NOTE: Acceptable proof of vaccination includes a signed record of immunization from a health care provider or pharmacy, a copy of the COVID-19 Vaccination Record Card (CDC Form MLS-319813_r, published on September 3, 2020), or a copy of medical records documenting the vaccination. If unvaccinated, contractors shall show negative COVID-19 test results dated within three calendar days prior to desired entry date. Test must be approved by the Food and Drug Administration (FDA) for emergency use or full approval. This includes tests available by a doctor s order or an FDA approved over-the-counter test that includes an affiliated telehealth service. Documentation cited in this section shall be digitally or physically maintained on each contractor employee while in a VA facility and is subject to inspection prior to entry to VA facilities and after entry for spot inspections by Contracting Officer Representatives (CORs) or other hospital personnel. Documentation will not be collected by the VA; contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.  Contractor employees are subject to daily screening for COVID-19 and may be denied entry to VA facilities if they fail to pass screening protocols. As part of the screening process contractors may be asked screening questions found on the COVID-19 Screening Tool. Check regularly for updates. Contractor employees who work away from VA locations, but who will have direct contact with VA patients shall self-screen utilizing the COVID-19 Screening Tool, in advance, each day that they will have direct patient contact and in accordance with their person or persons who coordinate COVID-19 workplace safety efforts at covered contractor workplaces. Contractors shall, at all times, adhere to and ensure compliance with federal laws designed to protect contractor employee health information and personally identifiable information.  Contractor must immediately notify their COR or Contracting Officer if contract performance is jeopardized due to contractor employees being denied entry into VA Facilities. For indefinite delivery contracts: Contractor agrees to comply with VHA Supplemental Contract Requirements for any task or delivery orders issued prior to this modification when performance has already commenced.
