Description
Amendment 003 provides Part 2 of the Q&A sheet (""ITSM Solicitation Questions V3"") containing the remaining questions from offerors that were not previously answered in Amendment 002, answers to new questions received after Amendment 002, and any updated answers from the Q&A posted with Amendment 002. This amendment also includes a revised RFP Attachment 2 - Personnel Qualifications V3. No extension to the due date and time is issued with this amendment. Proposals remain due on 10 January 2022 at 1500 Pacific. All other terms and conditions remain unchanged. ******** Amendment 002 provides a Q&A sheet containing questions from offerors that were compiled by the Contract Specialist and the answers to those questions. This amendment also includes a revised RFP. Revisions include, but are not limited to the extension of the proposal due date to 10 January 2022 at 1500 Pacific. All revisions to the RFP are addressed in the aforementioned Q&A sheet. Three of the RFP attachments, Attachments 1, 2, and 4, have also been amended. The amended versions of these attachments are now attached to this solicitation. ******** Amendment 001 provides the Attachment 6 - Rate Sheet which was inadvertently left off of the original posting. All other terms and conditions remain unchanged. ******** The Naval Information Warfare Center (NIWC) Pacific is issuing Request for Proposal (RFP) No. N6600122R0009 for Information Technology Service Management (ITSM) Solutions. It is anticipated that the procurement will result in the award of a single-award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract with a Cost-Plus-Fixed-Fee (CPFF) pricing arrangement. The period of performance will include a three-year base ordering period and one (1) three-year option ordering period, followed by one (1) two- year option ordering period, for a total potential ordering period of eight (8) years. Orders will be placed pursuant to the ordering procedures of FAR 16.505(a) and the ordering procedures established upon award of the contract. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services and the Small Business Size Standard is $41.5M. Security classification will be based upon the terms of the enclosed draft DD254. This solicitation will only be available electronically via NAVWAR E-Commerce website at https://e- commerce.sscno.nmci.navy.mil/ under NIWC Pacific ""Open Solicitations."" Hard copy versions of the RFP and any subsequent amendment(s) will not be available. Firms are encouraged to review the website regularly for important solicitation information and/or amendments. For questions concerning this action, contact Jonathan Oliveros, Contract Specialist, at jonathan.c.oliveros.civ@us.navy.mil. ***** The Department of the Navy, Naval Information Warfare Center, Pacific (NIWC Pacific) intends to issue solicitation No. N6600122R0009 (formerly N6600121R0081) for the award of a single award Indefinite-Delivery Indefinite-Quantity (IDIQ) Cost-Plus-Fixed- Fee (CPFF) contract for software and system engineering, design, development, configuration, integration, testing and life-cycle support services to support the BMC Remedy Information Technology Service Management (ITSM) Enterprise system, infrastructure, and supporting or enabling technologies, and related training, for the ITSM Solutions project, code 53423, at NIWC Pacific. The prospective contract will have an eight (8) year ordering period. Orders will be placed pursuant to the ordering process at FAR 16.505(a) and the ordering procedures established upon award of the contract. The estimated level of effort for the total requirement is 233,360 hours. This requirement will be competed as a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. The North American Industry Classification System (NAICS) Code is 541330 Engineering Services (Except Marine Engineering and Naval Architecture) and the Small Business Size Standard is $41,500,000. The Product Service Code (PSC) for this contract is DA01 ""IT and Telecom � Business Application/Application Development Support Services (Labor)"". The security requirement for this tasking will be up to and including the Top Secret/SCI level. As specified under the individual delivery/task orders, the work performed by the Contractor will include access to Top Secret data, information, networks, and spaces, and will require the Contractor to attend meetings classified up to Top Secret level. This requirement is a follow-on to the single- award IDIQ CPFF contract N6600117D0125 awarded to Agile Defense Inc. NIWC Pacific anticipates that the solicitation will be released around early October 2021. The solicitation will only be available electronically. Electronic copies of the solicitation may be obtained on the NAVWAR E-Commerce website at https://e- commerce.sscno.nmci.navy.mil under NIWC Pacific ""Open Solicitations."" A Bidders Mailing List will not be established. Hard copy versions of the RFP and any subsequent amendments, if applicable, will not be provided.
