Description
***Update: Alternate NAICS acceptable on proposal if needed to satisfy the terms of the SOW.*** ***As part of this project all of the barrier control panels shall be replaced with new so that their will not be any integration issues between new and old panels. All of the new control panels are to communicate via fiber as per the SOW.*** Combined Synopsis/Solicitation Defense Supply Center Richmond (DSCR) North Gate Barriers � Delta DSC501 Wedge Barriers This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, using Simplified Acquisition Procedures for commercial items found at FAR Part 13, as supplemented with additional information included in this notice.� The solicitation number SP4703-22-R-0001 is issued as a request for proposal (RFP).� The resulting contract will be a firm-fixed price contract. The contract length is approximately 180 days from the issuance of a Notice to Proceed (NTP).� This acquisition is unrestricted, full and open competition.� The North American Industry Classification System (NAICS) Code is 811310 (Special Industry Machinery).� The small business size standard is $8M.� Department of Labor Wage Determination based on location of the service provided (Chesterfield County, VA).� Partial proposals will not be accepted.� 1. SCOPE Delta DSC501 Wedge Barriers � Sand blast and repaint (8) DSC501 wedges inside and out � Replace all hydraulic lines, chains, pins, skirts and skirt lights, limit switches, hydraulic cylinders, and wiring for limits back to HPUs � Replace access plates over the hydraulic connection pits. � Replace 3 total HPUs with updated version including cabinets as well � Replace heat trace inside of wedges � Replace limit switches with a more durable upgrade for wedges � Use existing pathways Non-Rated Replacement Drop Arms � Replace all 5 Bulwark drop arms with non-rated MagAuto units � Replace all communication wiring from drop arms to master control panels � Use existing pathways for wire. Custom Control Panels for Barriers � Replace 2 master control panels (1 at Inspection, 1 at North Gate) with updated versions like our current set ups � Replace 3 external EFO pushbutton stations for the barriers (these are mounted on drop arms) and add 2 more to the other 2 arms � Replace 3 BCPs with current set ups and install all new loops (2 per barrier) � Replace copper wire with fiber for comms � Replace 2 guard booth pushbutton panels � Install 3 local (overwatch) panels, 1 at each BCP/HPU � Will use existing pathways but replace all wiring � Provide written SOP � Provide operational training at each gate � Provide performance verification test per government protocols on each gate � 1 year of parts and labor warranty 2. BACKGROUND Delta wedge barriers installed at the North Gate were install in 2009 as part of the North Gate project. The barriers require repairs bring them back to a like new condition. This is required to maintain reliability of the barriers and provide required force protection. 3. OBJECTIVES To bring all 8 Delta DSC501 Wedge Barriers back to a like new condition and provide any required upgrades. Award will be made to the lowest priced, technically acceptable (LPTA) offeror that meets the requirements stated in the Statement of Work and the solicitation.
