- THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS: The Naval Supply System Command (NAVSUP) Fleet Logistics Center (FLC) Norfolk, Philadelphia Office intends to procure on behalf of the Commander Navy Reserve Forces Command (CNRFC) the rental of postal metering equipment, maintenance, software, help desk support and monthly consumable supplies for eighty (80) different Navy Operational Support Centers (NOSCs), located throughout the Continental United States. Please see the attached Performance Work Statement (PWS) for a full breakdown of the requirement and NOSC locations. It is anticipated that the resultant solicitation will result in a purchase order issued on a firm fixed price (FFP) basis. The resultant purchase order will consist of a one-year base period, four (4) one-year option periods, and one (1) six-month option period (in accordance with the FAR 52.217-8 Option to Extend Services clause). The applicable North American Industry Classification System (NAICS) Code is 532420 with a size standard of 32.5M. It is anticipated that the resultant solicitation will be issued on an unrestricted basis open to all United States Postal Service (USPS) approved postal meter providers. This procurement is being conducted using Simplified Acquisition Procedures under the test program for certain commercial items found at FAR 13.5. It is anticipated that the solicitation for this requirement will be posted in January 2022. Interested parties are solely responsible for monitoring the aforementioned website for postings of the solicitation and any amendments thereto. Interested parties may identify their interest and capability to respond to the requirement and may submit information that shall be considered by NAVSUP FLC Norfolk, Philadelphia Office. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a competitive procurement. Oral communications are not acceptable in response to this notice. The Government will neither award a contract nor pay for information in response to this notice. Any responses to this synopsis should be sent to the attention of John Charambura at john.n.charambura.civ@us.navy.mil, these responses shall be received no later than 1:30 PM EST on 07 January 2022.
