- Page 5 of 5 SCOPE: The VA Caribbean Healthcare System (VACHS) has a requirement for assistance in the evaluation of the research protocol Enhancing Access: A pilot Study to evaluate Traumatic Brain Injury (TBI) assessment in rural U.S. Territories using appropriate English and Spanish instruments via Telehealth and Veterans Video Connect (VVC) interventions . The scope of the collaboration includes assisting in the evaluation, interpretation and analysis of the results and contribute to publishing the findings; participating when needed in the focus group meeting with the users of the system to identify key barriers, facilitators, and functionality, assisting in the creation and interpretations of the surveys to evaluate system performance, reviewing and contributing to the analysis of the data collected in surveys, and assisting in writing of manuscripts summarizing the outcomes. I. GENERAL REQUIREMENTS: The government is in need of these services to create surveys to evaluate telehealth system performance and contribute to data analysis and publication. Company will assist in the evaluation, interpretation and analysis of information collected. III. SPECIFIC MANDATORY TASKS AND ASSOCIATED DELIVERABLES A. Codification to Specifications as set forth in this proposal are minimum specifications and shall not be construed as limiting the overall quality, quantity, or performance characteristics of items furnished. The vendor shall meet or exceed the minimum requirements and shall be held responsible for the supply, performance and overall quality of the product. B. Company services supports research protocols by assuring that: - All investigators are appropriately trained and suited to carry out the required work - They bring complementary and integrated expertise to the research team - Work performed address the specific research protocol objectives - Bring skills and expertise needed that are complementary to the project DESCRIPTION: THIS IS NOT A SOLICITATION ANNOUNCEMENT. THIS IS A REQUEST FOR INFORMATION Only. This Request for Information (RFI) is intended for information and planning purposes only at this time; and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs. This Request for Information is intended for Socio-economic groups: Service Disable Veteran Owned Small Business, Veterans Owned Small Business, Women Owned Small Business, Small Business and Large Business. Because this is a Request for Information announcement, no evaluation letters and/or results will be issued to the respondents. No solicitation exists. Therefore, do not request a copy of the solicitation. The Department of Veterans Affairs Service Area Office East/Network Contracting Office 8, San Juan, Puerto Rico Services Team, is conducting market research to identify potential sources with the intention to award Service Contract. Responses to this notice should include company name, address, point of contact, phone number, fax number and point of contact e-mail, DUNS Number, Cage Code, size of business pursuant to North American Industrial Classification System (NAICS). NAICS Code is 541715- Research and Development in the Physical, Engineering, and Life Sciences. This procurement will be conducted in accordance with Federal Acquisition Regulation (FAR) Part 13. Telephone responses will not be accepted. Responses must be received in writing no later than 10:00am Puerto Rico on January 10, 2022. This notice will help the VA in determining available potential sources only. Do not contact VA Medical Center staff in regard to this requirement, as they are not authorized to discuss this matter related to this procurement action, all questions will be addressed during the solicitation stage by the Contract Specialist. All firms responding to this Request for Information are advised that their response is not a request for proposal therefore will not be considered for a contract award. Therefore, is not to be construed as a commitment by the Government; no contract will be awarded from this announcement. A solicitation package is not available at this time. Once a solicitation is issued, the same will be posted in the Federal Business Opportunities website at: https://www.fbo.gov/ with sufficient time for all interested parties to respond accordingly. Interested parties shall respond to the solicitation in order to be considered for award.
