- SOURCES SOUGHT ANNOUNCEMENT FOR Janitorial Services, Pest/Rodent Control, and Grounds Maintenance Services - 81st Readiness Division Facilities throughout Louisiana. PLEASE NOTE, THIS SOURCES SOUGHT ANNOUNCEMENT IS TARGETED TO GSA MAS HOLDERS FOR: GSA MAS 561210FS Facilities Support Services (Janitorial), GSA MAS 561730 (Grounds Maintenance Services), and GSA MAS 325320 (Pest and Animal Control Products & Services) PURPOSE OF THIS ANNOUNCEMENT: THIS IS NOT A SOLICITATION NOTICE, REQUEST FOR QUOTE (RFQ), OR REQUEST FOR PROPOSAL (RFP). No quotes are being requested or accepted with this Sources Sought (RFI/Market Survey). This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue an RFQ or award a Task Order. The purpose of this Sources Sought is to determine interest and capability of potential qualified GSA contractors relative to the North American Industry Classification code (NAICS) 561210 Facilities Support Services in Louisiana. The Small Business size standard for this NAICS code is $41.5 million average annual revenue. The type of Small Business Set-Aside issued and the manner of advertisement (competitive or sole source) may depend on the responses to this Sources Sought synopsis. The U.S. Army Corps of Engineers (USACE), South Atlantic Division, Charleston District intends to issue a future GSA RFQ for Janitorial Services, Pest Control, and Grounds Maintenance Services at 81st Readiness Division Facilities throughout Louisiana, via GSA eBuy, with the type of Small Business Set-Aside (if any) to be determined. USACE Charleston District conducting market research to determine the availability of qualified contractors to compete under a potential RFQ resulting from this announcement. Responses to this synopsis will be used as a market research tool in order to determine acquisition strategy and the Small Business Set-Aside category. SUMMARY OF REQUIREMENTS: USACE Charleston District intends to issue a solicitation for a Firm Fixed Price GSA Task Order with a period of performance of twelve (12) months, plus four 12 month optional periods and one 6 month optional period for a potential total of five years and 6 months of services. The intention of the solicitation will be to obtain Janitorial, Pest Control, and Grounds Maintenance services at 81st RD Facilities throughout Louisiana. The Contractor shall furnish all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide these services. Full details will be provided in the Performance Work Statement (PWS), which will be posted with the formal RFQ. A Draft PWS and a Draft Site Visit Schedule (listing places of performance) have been attached to this Notice. IMPORTANT: The Government is seeking one prime contractor to manage the performance of all of these services at all of these locations. PLACES OF PERFORMANCE / LIST OF SITES: A draft listing 81st RD Facility Sites is attached for planning purposes (and is included in the PWS). A site visit is currently in planning stages. More information will be released as it becomes available. � REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT (1) Your firm�s intent to submit a quote for this project when it is formally advertised on GSA e-Buy. (2) GSA Contract Number and GSA Schedule/SIN Number(s). (3) Name of firm with address, phone and point of contact. (4) Size of firm (large or small), to include category of small business if applicable, such as WOSB, 8(a), HUBZONE, SDVOSB, etc. � (5) Statement of Capability (SOC) stating your firms� skills, experience, and knowledge required to perform the specified type of work. This should include documentation of past experience and competence in delivering similar requirements, for which your firm was the prime contractor, including contract number, project location, description of work requirements, contact and phone number for each effort and other references. The SOC should be no more than five (5) pages in length and identify the types of projects, the services which were provided, and any special challenges encountered and innovations delivered as a result. NOTE: IF YOU DO NOT INTEND TO SUBMIT A QUOTE FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED ON GSA e-Buy, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT. This Sources Sought synopsis is open to small businesses. Those small business firms responding should identify ALL categories pertaining to your business: Small Disadvantaged Business (SDB), certified 8(a), certified HUBZone, Veteran Owned Small Business (VOSB), Service Disabled Veteran Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB). A determination regarding the potential for small business set-asides will be based on the information and interest received as a result of this notice. Firms responding to this Sources Sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this Sources Sought announcement. WHEN / WHERE TO SUBMIT RESPONSES: Interested business concerns are requested to complete and return via email the requested Statement of Capability. Your electronic submittal shall NOT exceed five (5) pages, and shall be submitted no later than 10:30 AM Eastern on Monday, January 10, 2022 to the attention of the Contract Specialist, Lauren Secor at Lauren.L.Secor@usace.army.mil. To ensure your submission is received and processed appropriately, please subject your email SS RESPONSE: GSA Muni Services, LA. Participation is voluntary; respondents will not be paid to participate. However, your participation in this market research endeavor is greatly appreciated and will be instrumental in assisting the USACE Charleston District in making the GSA RFQ decision most appropriate for market conditions and to meet the Government requirements. NOTE: The Government does not intend to rank submittals or provide any reply to interested firms. Submittals will be used for market survey information only. Interested parties providing information as part of this market research process are hereby advised that your information will NOT be used later as part of the evaluation process should you choose to submit a quote in response to any solicitation that may result in the future. PLANNED RFQ: Currently it is estimated that the RFQ could occur any time on or before January 25, 2022. At this time the Government�s acquisition strategy is to issue a GSA e-Buy RFQ under 561210FS Facilities Support Services, with the type of Small Business Set-Aside, if any, to be determined.
