- Naval Air Systems Command, V-22 Joint Program Office, PMA-275 intends to negotiate and issue a Delivery Order modification under Basic Ordering Agreement N00019-17-G-0002, Delivery Order N0001918F1645 to the Bell Boeing Joint Program Office on a sole-source basis to provide additional Non-Recurring Engineering (NRE) to resolve (e.g., provide engineering and drawing updates or changes) MV-22 Integrated Aircraft Survivability Equipment (IASE) Modification Technical Assistance Requests, provide updated engineering and support products to allow the installation of the Configuration D on assigned aircraft, complete all NRE that will allow the Configuration A aircraft in the fleet to be retrofitted with the Configuration D, update the previously released engineering for MV-22 IASE to address the Environmental Control System duct and the Refuel Probe Line Clearance issues, update the Desk Top Environment hardware and software tool for Joint Services Vertical Lift Aircraft Experimental Avionics System Software (JASS) updates to support the IASE and Department of Navy Large Aircraft Infrared Countermeasures Processor Upgrade NRE activities for MV-22, and provide additional JASS updates.� The estimated award for this modification is 31 August 2022, with a period of performance of approximately two years. This action is being awarded on a sole source basis to the Bell Boeing Joint Program Office in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304(c)(1), as implemented by FAR Part 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� Bell Boeing is the sole designer, developer, and producer of the V-22 Tiltrotor aircraft and is the only known source that possesses the requisite knowledge and expertise required to perform this effort.� Also, Bell Boeing is the only source that possesses the totality of engineering and technical data required to perform these efforts.� The proposed Delivery Order modification is for supplies and/or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement.� This notice of intent is not a request for competitive proposals.� However, any capability statements received within fifteen days after date of publication of this synopsis will be considered by the Government.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
