Description
THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. The purpose of this RFI is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement for Hazardous Material Certification Automation Support (Concurrent License). The information sought herein shall not be construed as a request for quote (RFQ) or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the RFI. The Government does not intend to award a contract on the basis of this RFI, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. REQUIREMENT: The United States Army Special Operations Command (USASOC) is seeking sources capable of providing a commercial off the shelf (COTS) solution to support hazardous material certification of dangerous goods offered for shipment by all modes of transportation. The software shall provide USASOC the ability to offer all Hazardous Material Certifiers (HMCs) with an automated set of tools that will efficiently and effectively assist in the research, identification, labeling, marking, certifying, and archiving dangerous goods shipments. USASOC minimum requirements are listed below: - Online access via login and password - Online access to the following hazardous material publications: CFR49, IMDG, IATA, ADR and AFMAN 24-204 - Compliance with FedEx and UPS carrier variations that require approved vendor software application - Provide access to automated shipping papers that populates hazardous material fields based on selection and quantities of dangerous goods - Conducts compliance checks with appropriate regulations - Provide graphic illustration of package labeling and marking for specific hazard - Concurrent license capability, multiple user accounts under one master account - Only one user on line at a time - User access only - Not require software upload to USASOC network - Master account must be able to track user's shipments and training portfolio - Ability to manage user access - Ability to archive equipment/dangerous goods for future shipping - Ability to archive shipping papers for historical records - Ability to create templates for quick retrieval and share amongst follow HMCs within the command INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Please do not submit classified material.� Contractors interested in providing these items should be registered in the System for Award Management (www.sam.gov). Contractors responding to this RFI are asked to provide the following information: company's full name and address, DUNS number, the applicable GSA contract # and SIN, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a large, small, small-disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, historically black college, or university and/or minority service institute), address, and a point of contact. Respondents should advise the Government of pending changes in the business size status. Responses shall be submitted electronically, via SAM.gov or emailed directly to robert.m.cordell.mil@socom.mil and sandra.g.bramble@socom.mil. If an interested source is not able to contact the Contracting Office via email, information may be submitted to the point of contact cited below via facsimile, (910) 432-9345. All responses shall be submitted by 9:00 AM EST on 18 January 2022. Respondents are cautioned that due to file size limitations and e-mail security protocols, there is a risk that not all correspondence will be received by this office. It is the interested parties' responsibility to ensure receipt of all e-mail and faxed correspondence.
