- NOTICE OF INTENT TO SOLE SOURCE The Department of Veterans Affairs intends to issue sole-source firm-fixed priced award for twelve (12) months to Cepheid, 904 Caribbean Drive Sunnyvale, CA 94089. A sole source procurement will be issued to Cepheid because they are the only vendor capable of fully performing the service. Due to the proprietary & specialized nature of the work it must be conducted by personnel with a high level of training & qualifications. This procurement is being conducted in accordance with FAR Part 6.302-1 Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAICS code is 811219 and has a size standard of $20 Million for this procurement. NOTE: Respondent must be registered in SAM.gov. Respondent claiming SDVOSB and VOSB status must be registered and CVE verified in VetBiz Registry www.vetbiz.gov. STATEMENT OF WORK Tennessee Valley Healthcare System (TVHS) Software Support Contract for GE Muse Cardiology Data Management System Introduction: The purpose of this contract is to establish a software support contract for the existing GE Muse Cardiology Data Management system at the Tennessee Valley Healthcare System (TVHS). This contract shall include all support requirements detailed in this scope of work. Requirements: Contractor shall be able to provide all services and support items detailed below. Technical/ Remote Support: Contractor shall be able to provide remote technical support to TVHS Biomedical Engineering and Cardiology personnel. Remote support shall be available 24 hours a day, 7 days a week. Remote technical support shall be able to provide break/fix support for existing Muse v9 software/ systems owned by TVHS. Contractor shall be able to remotely access the existing TVHS GE Muse v9 system. Contractor shall be able to access the proprietary Muse software. Contractor shall be able to provide remote technical support for break/fix issues. Contractor technical support personnel shall be OEM trained with respect to service and support of Muse software. Contractor shall have an active Memorandum of Understanding Interconnection Security Agreement (MOU ISA) that allows for a site-to-site Virtual Private Network (VPN) remote connection to the existing TVHS GE Muse v9 system. Response Time: 1-hour response time by phone after report of an error. 4-hour response time for remediation of Critical Errors (after notification by customer). Critical errors are those that prevent the Muse software from retrieving, recording, sending/ transmitting patient data. On-site support within 24 hours is required in the event errors (any error) cannot be resolved remotely. Error Correction: Contractor shall provide error correction services and support in instances where the Muse software fails to perform in a substantial fashion. Contractor shall provide either remote and or on-site services in order to provide error correction services; on-site service is required when remote support does not achieve results. Clinical Applications Phone Support Coverage Hours: Contractor shall provide clinical applications support via phone. Support shall be available Monday through Friday, 8 a.m. to 5 p.m. local time (CST). Contractor shall have personnel that can provide sufficient clinical support for the existing Muse v9 Cardiology Data Management System. Support personnel shall be trained on how to use Muse v9. Installation Support Contractor shall provide project management support for the installation of new Muse software releases. Support elements shall include, but are not limited to (coverage hours M-F, 8 a.m. to 5 p.m. local time (CST)): Defining/ Identifying project scope Estimated work required Project schedule development Reporting on a regular basis regarding project progress Facilitation project completion Providing GE Healthcare IT Professional Services for Muse software release configuration and testing. Software configuration and testing. Project calls (attendance and or leading calls) Software installation Software Upgrades/ New Releases: Contractor shall provide TVHS (at no additional charge) latest available Muse software releases. This shall include major enhancement releases that provide new functionality or applications, major upgrades or changes to Muse software infrastructure/ architecture/ file structure, minor enhancements, maintenance releases, and service pack releases. Software Updates: Contractor shall provide any available Muse software quality updates. Clinical Education and Application Credits: Contractor shall provide clinical education per the contract agreement. Contractor shall provide four (4) application education credits for TVHS personnel. Credits may be used to redeem the services below: 1-day remote session = 1 credit 1-day on-site session = 2 credits 2-day on-site session = 4 credits Contractor shall provide Muse User Group Credits per the contract agreement. Authorized Services: Only those services specified within the contract are authorized. Before performing any service or repair of a non-contract nature, the Contracting Officer or his/her designee must be advised of the reason for this additional work. If appropriate, the Contracting Officer or his/her designee may authorize the additional services or repairs under a separate purchase authorization. Contractor is cautioned that only the Contracting Officer or his/her designee may authorize additional services or repairs and reimbursement will not be made unless this prior authorization is obtained. Evaluation Factors: The Contractor shall be able to meet all of the evaluation criteria included in the Evaluation Factors document included in the procurement package. Period of Performance: Base Year: Feb 1, 2022 Jan 31, 2023 Option Year 1: Feb 1, 2023 Jan 31, 2024 Option Year 2: Feb 1, 2024 Jan 31, 2025 Option Year 3: Feb 1, 2025 Jan 31, 2026 Option Year 4: Feb 1, 2026 Jan 31, 2027 Places of Performance: Contractor shall support Muse software installed at any site owned and operated by TVHS (includes Nashville and Murfreesboro main campuses). Contractor shall provide (as required by the contract) on-site support to any TVHS facility that has Muse v9. This includes (but is not limited to) the major TVHS campuses below. Capability statement /information sought: Response to this announcement shall not to exceed 10 pages and should include the following information: (1) A tailored capability statement indicating the firm s ability to provide a product and related services; (2) The respondents DUNS number, organization name, address, point of contact, and size and type of business (e.g., SDVOSB/VOSB, etc,) pursuant to the applicable NAICS code; (3) Information should be provided electronically in a Microsoft Word or Adobe PDF format. This notice of intent is not a request for competitive quotes.
