- Notice of Intent to Sole Source Requirement The Department of Veterans Affairs, VA Healthcare System, VISN 11 Contracting Activity intends to negotiate a sole source contract under Simplified Acquisition Procedures and the authority of FAR 8.405-6(a)(1)(B): Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized; or the following items listed below. The associated NAICS code for this medical equipment is 334516. The vendor, BIOFIRE DIAGNOSTICS, is a large business, located at 515 Colorow Dr, Salt City, UT 84108. Description of equipment requirements: The Microbiology Laboratory located at the Battle Creek VAMC, Mi (BCVAMC) is pursuing purchase of a real-time PCR nucleic acid testing to rapidly detect the following: COVID-19, Influenzae A and B and other testing as it becomes available for patient specimens and isolated organisms. This is a BRAND NAME ONLY requirement to include the following: BIOFIRE RP2.1 PANEL, 30 TESTS 423742 104 KTS The existing laboratory testing equipment is the only testing equipment that is available to provide testing. Only Biofire brand name testing reagents, supplies and support can provide can be used with the existing testing equipment. The uniformity, conformity and test results of the items is critical to produce a useful information for patient assessment and treatment. This will provide Battle Creek VAMC Laboratory a high quality and trusted test result for patient care. Furthermore, any other brand name items cannot accomplish this because another product cannot communicate, nor integrate with the existing testing equipment. Biofire is the sole manufacturer and distributor of this product. A firm fixed price contract with no option years is anticipated and shall be awarded. It is the Government's belief that only the proposed candidate possesses the required capabilities to successfully meet this requirement. It is the Government's intention to solicit and negotiate with only this source. Any opposition must be received by Monday, January 10, 2022. This is not a Request for Proposal; this is a Notice of Intent to Sole Source requirement.
