*** ***THIS AMENDMENT IS NOT EXTENDING THE DUE DATE OF THE QUOTE. SUBMITTALS ARE DUE THURSDAY 20 JANUARY 2022 AT 4:00PM EST.�A QUESTION WAS SUBMITTED IN REFERCNE TO ADVANTOR'S (SECURITY SYSTEM) REQUIREMENTS AND ANY ASSOCIATED COSTS. THIS AMENDEMNT IS TO POST THE QUESTION AND ANSWER.�THE QUOTES SHALL BE SUBMITTED ON THURSDAY 20 JANUARY 2022 AT 4:00PM EST. ****** Q)�What is expected as coordination with ADVANTOR and any associated costs will be Paid by the contractor awarded this effort? A) The contractor is not required to make any repair, replacement or upgrade to the advantor or other security system on these nine doors. The scope of work is for the contractor to coordinate their work with ADVANTOR. This coordination work is limited to verifying the condition of the existing security system� disconnecting, reconnect of the security system hardware and verification with ADVANTOR that the system is operational after the new door is fully installed at the end of each day. Work shall also include providing an accurate and detailed schedule with the date for each door when it will be worked on. This schedule is required to notify both the Navy security and ADVANTOR that the system will be disable during the door install. Any cost associated with the Navy security and ADVANTOR company personnel shall be borne by the Navy and the bidders shall not include any cost associated with the security contractor(s) only the cost for the coordination noted above. ***THIS AMENDMENT IS TO EXTEND THE DUE DATE OF THE QUOTE SUBMITTALS TO THURSDAY 20 JANUARY 2022 AT 4:00PM EST. QUESTIONS WERE SUBMITTED, TECHNICAL IS WORKING TO GET THE QUESTIONS ANSWERED. THIS AMENDEMNT IS TO ALLOW TECHNICAL TIME TO ANSWER THE QUESTIONS AND SUFFICIENT TIME AFTER THE ANSWERS ARE POSTED TO ALLOW THE CONTRACTORS TO SUBMIT THEIR QUOTES. THE QUOTES SHALL BE SUBMITTED ON THURSDAY 20 JANUARY 2022 AT 4:00PM EST. *** ***THIS AMENDMENT IS TO EXTEND THE DUE DATE OF THE QUOTE SUBMITTALS TO TUESDAY 4 JANUARY 2022 AT 4:00PM EST. QUESTIONS WERE SUBMITTED IN REFERCNE TO ITEMS LOCATED IN THE DOOR SHCEDULES.THIS AMENDEMNT IS TO POST THE QUESTIONS AND ANSWERS. THE QUOTES SHALL BE SUBMITTED ON TUESDAY 4 JANUARY 2022 AT 4:00PM EST.� THE QUESTIONS AND ANSWERS ARE BELOW AS WELL AS ATTACHMENT QA.*** Q1. Is a bid bond required for this project? As per the SF 1442 an offer guarantee is not required but page 6 of 67 states that a bid bond shall be provided with the bid documentation, also it states an original bid bond will be required but the bid submission will be electronic, Will the original bid bond be required at the time of the bid submission? A1) There is a Bid Guarantee required for this effort as on pages 24 & 25 of the solicitation in FAR Clause 52.228-1. The block checked ""No"" on the cover page was inadvertently check. As for the statement on page 6 and in FAR Clause 52.228-1, a copy of the Bid Guarantee will be submitted digitally in an email to sarah.r.lowell.civ@us.navy.mil. Q2. Will CPARS or previously completed PPQ�s be acceptable for submission? A2) Yes, If a CPAR exists for the each Past Performance Information Form ( Attachment 1) submitted, then the a Contractor Performance Assessment Questionnaire (CPAQ)� (Attachment 2) does not need to be submitted for each specific Past Performance that has a CPAR. If a CPAR does not exist for any of the Past Performance Information Forms (Attachment 1), then a CPAQ (Attachment 2) is required. Q3. Due to current material lead times and coordination anticipated with the security and concrete repairs, can the period of performance be extended? A3) The SoW indicates 120 days, I would suggest we keep this with the understanding that we understand they may be delays that are out of the contractors control, however, these are best to be addressed during construction and not at this time Q4. The SOW 1.1.3 states that door #108 includes a keyed removable mullion, this was not observed at the site visit can you please confirm? A4) Yes door #108 requires a keyed removable mullion (SoW 1.1.3) Q5. Can you please provide a point of contact for the security company to provide pricing for the disconnect/reconnect of the security items? A5) Section 2.4 provides an email contract for Advantor Q6. As stated in the SOW the alarm system is ADVANTOR, with an Advantor system which is proprietary no one is allowed to modify, disconnect, or touch their systems which means Advantor would have to be contracted to perform the disconnect and reconnect of the security system. Will JBMDL be the responsible party for the costs of Advantor? A6) All cost are borne by the contractor associated with the Advantor system disconnect, monitoring and reconnect and all associated items Q7. Advantor has not yet provided a price for the required work on the disconnect and reconnect of their equipment and system, if the contractor is responsible for carrying this price, can a budget be provided? A7) The DoD has not received a cost from Advantor Q8. Cylinder Cores were not listed on the hardware schedule provided, will cores be required to be provided or will the government be performing this? If the contractor is to supply them, what type of Best 7-Pin Cylinder shall be provided? Should this be an H-Keyway or MK-1? A8) Section 4.9, 4.20 & 4.21 address cores Q9. Door #0001 and Door #0002 call for Panic Hardware w/ exit trim 1700A or 1700C but also call out a Best lever set lock which are not compatible together, please confirm if you want the Best Lever Lock or the panic hardware with exterior keyed night latch cylinder? A9) Yes, we want Panic hardware with exterior keyed night latch cylinder Q10. Door #0003 calls for panic hardware w/ exit trim 1700A or 1700C, shall the panic hardware only be on the active leaf for this door location and the inactive leaf be provided with integral flush bolts or will both doors be required to have a panic device and a center mullion installed? A10) Panic hardware shall only be on the active leaf Q11. Door #0003 panic hardware states in the hardware schedule to include the exterior trim but also calls out a Best lever set lock which is not compatible, is it desired to use the panic device or the Best lever set lock? �Shall this only be installed on the active leaf or both doors? A11) Yes use Panic device and shall only be installed on active leaf Q12. Door #0003 calls for a 10x10 vision panel, shall this only be on the active leaf or shall both door receive the vision panel? A12) Active leaf side only Q13. Doors #0008 and 0009 call for panic devices to be installed, the panic device noted in a surface mounted panic and would require a jamb or mullion to land on, is it desired for the double door locations to have a mullion installed or shall they be changed to a concealed vertical rod panic device? A13) Per section 1.1.13, removable and lockable mullion Q14. As per the above, door #0008 & #0009 double doors call for keyed cylinders, shall both doors be keyed or shall one door be provided with a keyed cylinder and the other be considered egress with non-keyed exterior trims? A14) Only one side shall be keyed on the double doors, similar to the existing doors Q15. Doors #0004 through 0009 call for panic devices to be installed but also state to install an exterior model rim cylinder, please confirm the desired intent is to have panic devices with exterior keyed trims? A15) Yes the intent is to have panic devices with exterior keyed trim Q16. Doors #0003 calls for door silencers to be installed, as this is a double door, there is no where for them to be installed, can you please confirm this door is not required to have silencers? A16) Silencers are required, all modifications to accomplish this work shall be borne by the contractor per sections 4.6, 4.9 and 4.28 Q17. Doors #0004 � 0009 are aluminum storefront door systems and do not receive door silencers as they are for metal frames not aluminum, can you please confirm door silencers are not required for these doors? A17) Silencers are required, all modifications to accomplish this work shall be borne by the contractor per sections 4.6, 4.9 and 4.28 Q18. Doors #0001 - 0003 call for kick plates on both sides of the door, typically kick plates are only located on the push side of a door assembly and the kick plates on the outside would not provide any function, can you please confirm if kick plates shall be installed on only the push side of the door? A18) Kick plates on the push side only Q19. On the �562 � original door schedule� PDF, the aluminum doors all reference different numbered hardware sets, but I only have the �562 exterior door schedule�.� A19) As noted in section 2.8 in the statement of work (SoW), it indicated that the original door schedule was provided only for original door sizes, their associated floor plan with door locations, all other data for the new doors must adhere to the new door schedule as the original schedule will not meet today�s standards, materials and requirements. Q20. Also, Doors 104 & 105 are listed as hollow metal on the original schedule, but on the �562 exterior door schedule� PDF, they are listed as aluminum. Could you please confirm what information we are to go off of for the quote / provide us with the additional hardware sets if necessary? A20) As noted in section 2.8 in the statement of work (SoW), it indicated that the original door schedule was provided only for original door sizes, their associated floor plan with door locations, all other data for the new doors must adhere to the new door schedule as the original schedule will not meet today�s standards, materials and requirements. Q21. Do the aluminum doors need to be fire-rated? If so, could you provide the overall measurements of all doors, sidelites, transoms, etc. This may be a question you have already sent off to technical, but just in case it isn't I'm asking. A21) Sections 4.9, 4.18 and 4.29 in the SoW address fire rated requirements for the doors, glass, Panic hardware and panic bar. Sections 4.11 & 12.1 in the SoW specifically indicated that the contractor shall verify the door measurements prior to submitting bid or ordering materials. ***THIS AMENDMENT IS TO EXTEND THE DUE DATE OF THE QUOTE SUBMITTALS TO�WEDNESDAY 22 DECEMBER 2021 AT 4:00PM EST. QUESTIONS WERE SUBMITTED IN REFERCNE TO ITEMS LOCATED IN THE DOOR SHCEDULES.TECHNICAL IS WORKING TO GET THE QUESTIONS ANSWERED. THIS AMENDEMNT IS TO ALLOW TECHNICAL TIME TO ANSWER THE QUESTIONS AND SUFFICIENT TIME AFTER THE ANSWERS ARE POSTED TO ALLOW THE CONTRACTORS TO SUBMIT THEIR QUOTES. THE QUOTES SHALL BE SUBMITTED ON WEDNESDAY 22 DECEMBER 2021 AT 4:00PM EST. ONCE THE ANSWERS ARE SUBMITTED A FORMAL AMENDMENT TO THE SILICITATION WILL BE ADDED AS AN ATTACHMENT AS WELL.*** ***THIS AMENDMENT IS TO CORRECT�THE NAICS CODE FROM 561210 TO 236220.***� ***THIS AMENDMENT IS TO UPLOAD THE SCHEDULE OF PARTS FOR THE DOORS INADVERTANLY LEFT OFF THIS SOLICITAION.***� The Naval Air Warfare Center Aircraft Division Lakehurst, NJ is officially releasing a Request for Quote (RFQ) on a 100% Small Business Set Aside competitive basis with award being made to the Lowest Price Technically Acceptable Offeror�for the removal, disposal, and installation of nine (9) existing exterior entrance/exit swing doors, frames, sidelites, mechanical components, hardware, thresholds, electrical etc. in support of NAWCAD.� SITE VISIT: Attendance is not a requirement for award but is highly encouraged. Any offeror attending a site visit shall do so at its own expense. The Government will not compensate or be responsible for any costs associated with a site visit. A guided site visit will be conducted on 8�November�2021 and commence at 9:30AM EST. Attendees shall contact Sarah Lowell, email: sarah.lowell1@navy.mil; phone: 848-238-0396 to confirm attendance and arrange base access. Attendees shall confirm attendance and submit Attachment 4 (SFFL 4 Short Term EAL Form 2017) no later than seventy-two (72) hours prior to commencement of the site visit. The RFQ, Attachment 1 Past Performance Information Form, Attachment 2 Contractor Performance Assessment Questionnaire, Attachment 3 Question and Answer Form, Attachment 4 SFFL 4 Short Term EAL Form 2017, and the drawings for each door are available as attachments to this solicitation. The interested offerors must be U.S. Government contractors and/or U.S. DoD contractors. Contractors must be registered in the SAM database, which can be accessed at (https://www.sam.gov). The Government intends to procure the above items under the authority of 10 USC 3204 (c) (1), FAR 6.1 and FAR 6401(b). All responsible sources are encouraged to submit required information for this effort as described above and in the RFQ.
