- Sources Sought (HT0011-22-RFI-0118):� Medical Materiel Enterprise Support Offices (MMESOs) The Defense Health Agency (DHA) is issuing this Sources Sought as a means of conducting market research to identify resources and capability to assist the DHA MEDLOG Division and its Medical Materiel Enterprise Support Offices (MMESOs) to continue an enterprise-wide medical materiel standardization program to close the gap between institutional and operational standardization decisions, improve efficiency and effectiveness for both institutional and operational environments, improve joint commonality and interoperability, promote cost effective infrastructure, and meet common and unique Service operating requirements.��� Description: The Defense Health Agency, Medical Logistics (DHA MEDLOG) Division, located at Fort Detrick, Maryland, is a joint activity and is the focal point for medical materiel and equipment standardization within the Department of Defense (DoD). It supports DoD�s medical readiness mission by enhancing inter-Service medical department cooperation, promoting interoperability, and providing a forum for joint clinical coordination of medical materiel issues. The DHA MEDLOG Division is supported by a diverse staff of clinicians, logisticians, pharmacists, information management, and support personnel representing the Army, Navy, Air Force, and Marines. The vision of the DHA MEDLOG Division is to develop a Defense Medical Logistics (DML) enterprise with Shared Services, collaborative governance, and strategy management for business reengineering and enterprise standards with compliance oversight. The DHA MEDLOG Division�s mission is to recommend clinical, logistics, and program policy, as well as to support medical materiel development and acquisition processes across the four Services. The purpose of this mission is to promote standardized medical supplies and equipment, joint interoperability of operational medical capabilities, and efficiency in the acquisition and lifecycle management of medical materiel.� The program requires a combination of clinical, medical logistics and procurement expertise relative to the DoD materiel requirements in order to perform the analysis necessary to carry out enterprise level standardization actions. The MMESO program is responsible for establishing requirements and evaluating products that will be used in the delivery of healthcare. This MMESO is the main program for medical materiel standardization. The work is not just logistics (i.e. �box kicking�).� Class VIII is different from other supply classes. The program requires a combination of clinical, medical logistics and procurement expertise relative to the DoD materiel requirements in order to perform the analysis necessary to carry out enterprise level standardization actions. The MMESO program is responsible for establishing requirements and evaluating products that will be used in the delivery of healthcare. There is NO solicitation at this time. This request for capability information does NOT constitute a Request for Proposals (RFP). Submission of any information in response to this market survey is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party�s expense. Not responding to this notice does not preclude participation in any future RFP, if any is issued. Instruction for Submission of Response: Respond to Sources Sought topics: Describe your company�s capabilities to facilitate high levels of medical materiel standardization across the Services in the selection and sourcing of medical materiel acquired for the production of medical assemblages and report compliance. Describe your company�s capabilities facilitating high levels of materiel commonality in the selection and sourcing of medical materiel acquired for the production of medical assemblages with material selected for use in institutional health care activities and report compliance. Describe your company's capabilities providing functional domain knowledge of DLA medical supply chain, information systems and materiel standardization processes. Describe your company�s capabilities documenting gaps in medical supply chain processes that limit the achievement of enterprise standardization goals, with sufficient information and analysis to support the prioritization and implementation of solutions. Describe your company�s capabilities monitoring and reporting the status of current Government incentive pricing agreements that are across the Military Health System (MHS) and that are about to expire, to reduce gaps in preferred pricing. Describe your company�s capabilities providing functional domain knowledge of DoD medical supply chain, information systems and materiel standardization processes. � Describe your company�s capabilities to support alignment of National Stock Number (NSN) requirements with preferred items between operational and institutional materiel usage. Describe your company�s capabilities to identify and recommend reduction of non-standard products across the MHS enterprise to include: the number of line items for the same/similar materiel; the number of line items (Stock Keeping Units (SKUs) for same/similar materiel requirements in medical assemblage production; and the number of line items (SKUs) for same/similar materiel requirements driven by theater sustainment, thereby reducing variation in medical supply chain demands. � Describe your company�s capabilities to support the DoD medical materiel standardization program objectives, processes, data, regulations and policies Describe your company�s capabilities to support the Defense Logistics Agency processes, data, regulations, and policies. � Describe your company�s capabilities to support medical logistics and clinical capability applied to the research and analysis of medical materiel requirements, identification of standardization opportunities and execution of acquisition based standardization processes. � Describe your company�s capabilities to manage and analyze program data utilizing knowledge of medical logistics business processes, information systems and architecture, policies, standards, and data elements. � Describe your company�s capabilities to provide staff across the DoD.� There are currently five sites:� Fort Detrick, which is where the Management will be.� The other sites that will need to be staffed are Hawaii (Tripler Army Medical Center), Fort Belvoir, Va (Fort Belvoir Community Hospital), San Diego, California (Balboa Naval Medical Center San Diego), San Antonio, TX (Fort Sam). � Statements should not exceed 20 pages in length. All responses must include the following information: Most updated of business Registration with https://sam.gov/SAM/ that includes Company name, address, email address, website address, telephone number, and size and type of ownership for the company, Cage Code; and Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of technical, organizational and staff capability. Draft statement of work/requirement description: Submit any comments/questions regarding the draft statement of work/requirement description. This section is optional and does not count towards page limit. If responding, include the page number and paragraph of the draft statement of work/requirement description with each comment/question. Responses should demonstrate the respondent's experience and expertise to potentially fulfill the requirement identified above within 6 months after contract award. Responses should identify the company name, company size (small or large), and contracting vehicles (e.g. GSA, NASA SEWP, etc) that you are affiliated with. If significant subcontracting or teaming is anticipated in order to deliver technical capability, respondents should address the administrative and management structure of such arrangements. In addition, if a small business, indicate what portion of the work is within your capabilities. Submit a response to this Sources Sought by 12 January 2022 12:00 PM EST. Note: In accordance with FAR 10.001(b), potential sources are not to submit more than the minimum information necessary. In accordance with FAR 15.201, responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Any potential set-aside for this requirement will be based on the responses to this Sources Sought and additional market research. Maximum participation by small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, and women-owned small business concerns is encouraged. ANY CONTRACT THAT MIGHT BE AWARDED BASED ON INFORMATION RECEIVED OR DERIVED FROM THIS SOURCES SOUGHT WILL BE PART OF A COMPETITIVE PROCESS OR POSSIBLE DIRECT AWARD PROCESS (IF NECESSARY). At this time, the DHA does not guarantee any future contracts; and, responses to this Sources Sought do not bind DHA to any agreement with the responder, be it explicit or implied. No Solicitation or Marketing Materials shall be submitted. Any response submitted for this Sources Sought constitutes consent for that submission to be reviewed by military personnel, Government civilians, and associated support contractors who are regulated. No information will be disclosed outside DHA. DHA will not provide feedback to any information submitted. Submissions to this Sources Sought is deemed to be DHA property which shall not be returned to sender. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. The Government will not pay for any information received in response to this notice, nor will the Government compensate a respondent for any costs incurred in developing the information provided. This Sources Sought is a market research effort to understand industry�s capability. New information is welcome. The description of the requirement is not intended to be all-inclusive. There is no solicitation at this time. Submission of any information in response to this Sources Sought is purely voluntary.
