Description

PURCHASE REQUEST # NR-MAD000-22-00233 for IRIDIUM DATA TRANSMISSIONS, BURST DATA, DECODER, TELECOMMUNICATION ****NOAA�s Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1) with MetOcean Telematics, Inc. out of McLean, Virginia. ****The sole source determination is based on the National Oceanic and Atmospheric Administration�s (NOAA) Oceanic & Atmospheric Research (OAR) has a need for service from MetOcean Telematics, Inc., for the purchase of iridium short burst data (SBD) transmissions, parsing, decoding, Global Telecommunications System (GTS) distribution, and web interface access to data from 33 iridium drifters with commercial transmitters. The vendor MetOcean Telematics, Inc. is the sole source for this service. MetOcean is not the only commercial Iridium provider, however, because MetOcean is the manufacturer of these drifters, and the current data provider and GTS insertion point, by purchasing the data with MetOcean, we would avoid paying to reactivate each of the 33 drifters and maintain data flow for each drifter. MetOcean has reliably provided iridium data service to the Government, and its affiliates for more than a decade. With tremendous technical support, timely GTS insertion and constant data access, the Government not only saves money by continuing to utilize MetOcean for this data acquisition, but is confident in the services they provide. MetOcean has no authorized partners or resellers who can provide these services. Period of Performance: BASE YEAR: 02/01/2022 to 01/31/2023 OPTION YEAR 1: 02/01/2023 to 01/31/2024 OPTION YEAR 2: 02/01/2024 to 01/31/2025 OPTION YEAR 3: 02/01/2025 to 01/31/2026 OPTION YEAR 4: 02/01/2026 to 01/31/2027 ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can provide the service as described that fully meets the Government�s requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
