- Description
- The Millennium Challenge Corporation (MCC), Contracts and Grants Management (CGM) Division intends to issue a Class Justification for Other than Full and Open Competition (JOFOC) for additional services on existing MCC independent evaluation contracts due to impacts of the COVID-19 global pandemic.� This Class JOFOC will provide MCC the authority to noncompetitively increase the ceiling/total estimated value of existing evaluation contracts to adjust for budgetary impacts caused by the pandemic.� The ceiling increases will be issued via negotiated modifications to each respective contract, as applicable. �These contracts include a mixture of Blanket Purchase Agreement (BPA) call orders and stand-alone contracts, all of which are generally time-and-materials (T&M) type awards. �MCC currently estimates that the total potential value of ceiling increase modifications � across the entire portfolio of MCC independent evaluation contracts � is approximately $2,000,000. �See https://www.usaspending.gov/ for information on MCC contract awards. See enclosed Class JOFOC for additional details. --- This notice is not a request for proposals or quotes; however, any and all responsible sources may submit an expression of interest, which, if received within fifteen (15) calendar days of the publication of this notice, shall be considered by MCC. �Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government and would not be cost or time prohibitive. �Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. �The determination not to compete this proposed contract action is solely within the discretion of the Government.
