- PBS Governmentwide Multiple-Award Indefinite Delivery Indefinite Quantity (IDIQ) Contracts for General Construction with Design-Build Capabilities� To Support the Installation of Electric Vehicle Supply Equipment (EVSE) at Federal Agency Locations Throughout the United States Of America Introduction Executive Order 14008 - Tackling the Climate Crisis at Home and Abroad issued on January 27, 2021, outlines the importance of and places significant emphasis on climate change initiatives being launched across the government. GSA has an important and active role to play in many areas including greening Federal buildings and electrifying the Federal Fleet. Executive Order 14057 - Catalyzing Clean Energy Industries and Jobs Through Federal Sustainability issued on December 8, 2021, sets goals including 100 percent zero-emission vehicle acquisitions by 2035, which will also entail deploying zero-emission vehicle re-refueling infrastructure for the Federal Fleet. GSA�s Public Buildings Service (PBS) anticipates issuing these Indefinite Delivery Indefinite Quantity (IDIQ) contracts to prepare governmentwide real estate to support an influx of zero-emission vehicles to the Federal Fleet and provide a streamlined procurement process for federal agencies to support the installation of Electric Vehicle Supply Equipment (EVSE) at Federal locations throughout the United States of America. Part 1: Draft Request for Proposal (RFP) for Four (4) Multiple-Award IDIQ Geographic Zones Set-aside for Small Businesses (Phase 1).� The purpose of Part 1 of this notice is to issue a Draft Phase 1 RFP for review and feedback prior to issuing the actual RFP. This is a Draft RFP only.� No award will be generated from this notice. This notice does not constitute a request for proposal, request for quote, or invitation for bid. The Government is not obligated to and will not pay for information received as a result of this announcement.� Respondents will not be notified of the evaluation and any information submitted by respondents to this notice is strictly voluntary. This Draft RFP is being issued as a follow on to the Sources Sought Notice issued on September 30, 2021 with ID# 47PL0121R0049.�� Phase 1 - Four (4) zonal small business set-asides are anticipated, with approximately six (6) IDIQ contracts being awarded for each zone for a total of approximately 24 small business IDIQs: Zone A - Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, Vermont, New Jersey, New York, Delaware, Maryland, Pennsylvania, Virginia, West Virginia, Washington D.C. Zone B - Alabama, Florida, Georgia, Kentucky, Mississippi, North Carolina, South Carolina, Tennessee, Texas, Louisiana, Arkansas, Oklahoma, New Mexico, Puerto Rico Zone C - Illinois, Indiana, Michigan, Minnesota, Ohio, Wisconsin, Iowa, Kansas, Missouri, Nebraska Zone D - Colorado, Montana, North Dakota, South Dakota, Utah, Wyoming, Arizona, California, Hawaii, Nevada, Alaska, Idaho, Oregon, Washington Projects are expected to be competed among IDIQ contract holders for projects located in their respective zone. IDIQ contractors must be able to respond rapidly, and to perform work at multiple projects/locations simultaneously within the geographic zone(s).� GSA anticipates that contractors may be awarded IDIQ contracts in multiple zones.� These will be firm-fixed price IDIQ contracts. All work to be acquired under the contracts will be accomplished by the issuance of individual firm-fixed price task orders. The individual task orders to be placed under the contract are generally anticipated to range in dollar value from approximately $50,000 to $4,000,000. However, task orders may be outside of this range. The Governmentwide IDIQ contracts are intended to be made available for use by any Federal Agency in both space under GSA�s jurisdiction, custody, or control or non-GSA controlled space. The IDIQ contracts may be made available for use by any Federal agency with the appropriate contracting authority to be able to place task orders against Governmentwide IDIQ contracts. Each Geographic Zone is expected to have a maximum ordering limit of $500 million.� The period of performance is expected to include a 5-year base period and one 5-year option period. These construction and design-build IDIQ contracts include architectural, engineering, construction, and other related services necessary to design and to construct EVSE infrastructure improvements and installation, compliant with applicable codes.� Related services include, but are not limited to, feasibility studies, site assessments, site planning, utility coordination, relocation & connections, permitting, testing and inspection during construction, commissioning, and supporting the transition from construction to operations.� Construction and design-build services consist of interior and exterior building construction, and repair and alterations, including but not limited to: electrical, plumbing, mechanical, architectural, landscaping, exterior renovations, demolition services, abatement services (e.g., asbestos, lead, mold, and polychlorinated biphenyls (PCB)), earthwork, pavement repair, and other miscellaneous work.� The work to be performed under the terms of these IDIQ contracts includes, but is not limited to:�installation or modification of electrical service feeds, switchgear, switchboards, panelboards, transformers, conduit, cabling; trenching, coring, road surfaces such as asphalt, concrete and other types of pavement; renovations, site work, signage, new construction, wall partition construction; HVAC ductwork modification and install; lighting installation and modification; modification of existing building fire sprinkler and fire alarm systems; and other such related work which would be outlined in Task Order and job drawings.� GSA anticipates issuing the actual RFP in March 2022 and GSA anticipates Phase 1 IDIQ contract awards in July 2022.�� The NAICS for this procurement is 236220, Commercial and Institutional Building Construction and the small business size standard is $39.5 million. The Draft Phase 1 RFP includes the following draft documents attached to this notice: Draft Statement of Work Draft DB201-SB, The Solicitation Draft Supplemental SF 1442 Pricing Sheet Draft DB101-SB, The Agreement Draft PBS EV - Vendor SCRM Plan Template Draft C301, Representations and Certifications A Class Deviation to Federal Acquisition Regulation (FAR) Subpart 51.1 is anticipated that will authorize Contracting Officers to permit contractors to use the Federal Supply Schedule (FSS) �Electric Vehicle Supply Equipment (EVSE) and Ancillary Services� Blanket Purchase Agreements (BPAs) for EVSE products and related services in performing Task Orders under the IDIQ contracts. IDIQ contractors must utilize the FSS EVSE and Ancillary Services BPAs for any EVSE and Ancillary Services specified in the Task Order requirements following the process described in draft Statement of Work Section 8. This approach is expected to provide the anticipated benefit of standardizing the process by which entities buying EVSE will adhere to supply chain and cybersecurity requirements. These requirements: Enable a central focus on protecting the confidentiality of controlled unclassified information when the information is resident in nonfederal systems and organizations Enable security standards to also focus on protecting the grid and promote secure industrial controls and product financial information Enable alignment of security and privacy requirements with NIST standards and FedRAMP as needed, mapping to multiple regulatory frameworks�� Aid SCRM monitoring and assessment activities� Reduce participation costs as suppliers only need to be vetted once The anticipated approach to source selection for these IDIQ contracts will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. It is anticipated that the combined weight of the technical evaluation factors will be significantly more important than price.� Interested firms are requested to provide a written response to pbs-ev-idiq@gsa.gov no later than January 21, 2022, at 4:00 pm (Eastern). Draft technical evaluation factors (see draft Solicitation Section II.D), c. Draft Statement of Work, d. Anticipated required IDIQ contractor use of the FSS EVSE and Ancillary Services BPAs for any EVSE and Ancillary Services specified in the Task Order requirements (see draft Statement of Work Section 8), e. Any other feedback, recommendations, etc. regarding the Draft Phase 1 RFP Provide the name, title, phone number and email address of a point of contact in your firm and indicate if you are interested in a follow up conversation, if requested by the Government. Draft Phase 1 RFP responses should not exceed five (5) pages in twelve (12) point font.� Part 2: Supplemental Market Research for Multiple-Award National IDIQ contracts (Phase 2).� The purpose of Part 2 of this notice is to identify potential offerors for market research purposes, and to determine whether to set-aside all or any portion of Phase 2 - Nationwide Zone for small and small disadvantaged business concerns including firms certified as U.S. Small Business Administration (SBA) 8(a), Historically Underutilized Business (HUB) Zone, Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), or Economically Disadvantaged Women Owned Small Business (EDWOSB).� IDIQ contractors must be able to respond rapidly, and to perform work at multiple projects/locations simultaneously throughout the United States of America.� Projects are expected to be competed among IDIQ contract holders.�� This will be a firm-fixed price IDIQ contract. All work to be acquired under the contract will be accomplished by the issuance of individual firm-fixed price task orders. The individual task orders to be placed under the contract are generally anticipated to range in dollar value from approximately $4,000,000 to $40,000,000. However, task orders may be outside of this range. The IDIQ contracts may be made available for use by any Federal agency with the appropriate contracting authority to be able to place task orders against Governmentwide IDIQ contracts. The Phase 2 National IDIQs are expected to have a maximum ordering limit of $500 million.� The period of performance is expected to include a 5-year base period and one 5-year option period. The Statement of Work for the Phase 2 National IDIQ contracts is anticipated to be similar to the Phase 1 Geographic Zonal IDIQ contracts. However, the Phase 2 National IDIQ contracts are anticipated to be used for requirements such as those of a greater magnitude and complexity that may cover a large geographic area, including task orders with programmatic requirements covering multiple locations to be performed simultaneously.� GSA anticipates issuing the Phase 2 RFP following the Phase 1 IDIQ contract awards.�� The NAICS for this procurement is 236220, Commercial and Institutional Building Construction and the small business size standard is $39.5 million. A Class Deviation to FAR 51.1 is anticipated that will authorize Contracting Officers to permit contractors to use the Federal Supply Schedule (FSS) �Electric Vehicle Supply Equipment (EVSE) and Ancillary Services� Blanket Purchase Agreements (BPAs) for EVSE products and related services in performing Task Orders under these IDIQ contracts. The anticipated approach to source selection for these IDIQ contracts will be pursuant to the best value tradeoff concept as identified in FAR Part 15.101-1 and FAR Part 15.3. Exterior renovation (e.g., trenching, pavement, bollards), c. EVSE Installation, d. Utility (Electric) permitting and coordination, e. Design-Build services, f. Projects including work at multiple different locations Describe your construction and design-build experience with IDIQ type contracts and simultaneous performance of multiple projects at different locations throughout the United States of America.� Include a summary of relevant and recent performance history (including contract/project number, project title, description of the work, location, dates of performance, dollar amount, project owner point(s) of contact with telephone numbers/email addresses, and in what capacity performed (e.g., prime, subcontractor).� Any other feedback, recommendations, etc. regarding the Phase 2 Nationwide IDIQ contracts. Provide the name, title, phone number and email address of a point of contact in your firm and indicate if you are interested in a follow up conversation, if requested by the Government. Responses regarding the Phase 2 Supplemental Market Research should not exceed five (5) pages in twelve (12) point font.� This notice encourages maximum participation of interested Small and Small Disadvantaged Businesses.� A determination by the Government not to compete this requirement as a set-aside based upon responses to this and other market research is solely within the discretion of the Government.
