Description
SINGLE SOURCE ANNOUNCEMENT This is an advance notice announcing the intent of the Seattle District U.S. Army Corps of Engineers to award a single-source firm fixed priced contract to Doble Engineering Company to purchase one (1) each Doble, Sweep Frequency Response Analyzer (SFRA), Model M5500, test set with associated hardware.� �The SFRA instrument upgrade from a Doble M5200 to Doble M5500 is being performed with the intention of modernizing, standardizing, streamlining, and consolidating the array of test equipment instruments, interface technology, and operating software platforms for the Hydropower Test and Evaluation (HT&E) Department. The current test set Doble M5200, is obsolete, no longer supported by the manufacturer, and is not capable of interfacing with modern operating systems/computers. Description of supplies are as follows: Item 1: Quantity One (1) Each, Doble Sweep Frequency Response Analyzer (SFRA), Model No. M5500 Item 2: Quantity One (1) Kit, Doble SFRA Classic Plus, Cable 60 FT, Product No. 030-2297-01 Item 3: Quantity One (1) Each, Doble SFRA V6 Software, Product No. SFRAV Item 4: Quantity One (1) Kit, doble SFRA Classic Plus, Cable 100 FT, Product No. 030-2297-02 The Hydropower Test & Evaluation (HT&E) program, governed by USACE NWD Regulation 1130-2-7, requires periodic testing on hydropower equipment to minimize risk of damage to equipment and maximize power system reliability.� The SFRA is a specialized diagnostic and condition monitoring device used to evaluate large generator step up transformers and hydro generator stator windings. The SFRA is part of standard Tier 2 evaluation techniques described in the hydro-amp asset management system. Purchasing the Doble M5500 is required as a modern replacement for the current Doble M5200, and as a standard set of hydropower asset evaluation tool to improve capability and efficiency. USACE Seattle District (NWS) is a benchmark for maintenance and prevention of equipment failure using Doble�s trademarked diagnostic systems.� NWS has stored previous/historical data in Doble software, and to date no other manufacturers� products can seamlessly integrate that data into a similar software system to conduct the required diagnostics, and trending that the proprietary Doble software does.� The ability to analyze current and historical data to identify trends is vital to the extension of equipment life and prediction of potential equipment failures before they become catastrophic. Doble M5500 SFRA software package has been redesigned and is based around the proprietary Doble Engineering Test Assistant Software commonly used with multifunction power factor test sets. The Doble M5500 SFRA instrument is light and compact and performs measurements in a fraction of the time of comparable instruments, thereby reducing time in the field to acquire measurements. The associated software package includes built in tools for analyzing complex test results for Doble Engineering�s proprietary analysis method SFRA. The North American Industry Classification System (NAICS) Code is 334515 with a size standard of 750 employees.� The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1)(i).� Interested persons may identify their interest and capability to respond to the requirement or submit proposals.� This notice of intent is not a request for competitive proposals.� However, all proposals received within seven (7) days after date of publication will be considered by the Government.� A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.� Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
