- Source Sought Number: AMD-SS-NB1370002200268_MHB Title:� Secure Video Teleconference Equipment Installation � B25 Sensitive Compartmented Information Facility 1. General Information The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a campus located in Gaithersburg, MD. The Gaithersburg, MD campus is approximately 578 acres, constructed in the 1960�s, that is a secure federal facility, closed to the general public, that consists of multiple buildings with a perimeter fence with three gates.� Within this campus environment are three (3) accredited Sensitive Compartmented Information Facilities which are managed by the Emergency Services Office.� The purpose of this sources sought is to obtain sources that can install a Secure Video Teleconference (SVTC) system authorized to operate within a National Security Information Classified/Accredited Sensitive Compartmented Information Facility space, accredited to the Top Secret/Sensitive Compartmented Information (TS/SCI) level. �� 2. Requirements The Contractor shall provide, document, build, test, ship and install a dual screen single codec VTC/Presentation system to facilitate JWICS (TS/SCI) IP Room based video teleconferences and local A/V presentations. The system is based on dual high-resolution 70� flat panel displays, 1 JWICS compliant codec, 1 credenza mounted camera, and a furniture grade credenza to house the VTC and system processing equipment.� The installed system shall also consist of 1 JDVTC-IP to facilitate a DISA SIPR VTC connection. The proposed system will include: 2 each high-resolution 70"" class LED displays for VTC and local site A/V presentations 2 each JWICS/SECRET approved Cisco Codec Pro TAA Compliant for connection to the JWICS IP /SECRET IP Based VTC Networks 2 each 1-Year OEM Warranty for Cisco Codecs 1 each Multi Site License for Cisco Codec 1 each HD PTZ camera to capture local images for VTC 1 each HDCP compliant expandable digital video matrix switcher 3 each digital PC interfaces with slide advance and audio to allow PC images to be displayed locally and/or sent to the far site 1 each keyboard/mouse extender 1 each network A/V switch 16 port 1 each 2-channel audio amplifier to amplify audio sources 2 each ceiling playback speakers 1 each audio matrix to facilitate routing of audio 1 each control system with one 10� color touch panel with embedded preview 1 each Blu-ray Player 1 each TV Tuner 2 each table microphones to capture local voices for VTC 1 each furniture grade 3-bay credenza equipment rack to house VTC/AV equipment with power conditioning (standard laminate finishes available) Installation, testing, VTC certification assistance and hands-on training 1-year VDI limited warranty 1-year 8x5 NBD on-site parts and labor maintenance Technical Requirements: 1.� SVTC equipment within Department of Commerce SCIFs, must be approved to operate by DoC�s National Security Solutions and Services (NS3) unit within the DoC Office of the Chief Information Officer 2.�� The following qualifications shall apply to technicians, engineers, and installers, as applicable to the work each individual is proposed to perform: Top Secret Security Clearance (minimum) � Authorized CISCO Reseller Current CISCO Certified Network Associate certificate in Routing and Switching UL 2050 Standards Certification for Closed Rooms and SCIFs Qualified personnel responsible for installation, configuration, programming, or troubleshooting of software, hardware, or components. All equipment must be Trade Agreement Act (TAA) and Defense Authorization Act (DAA) compliant. Work shall be governed by the US Codes, which includes the National Fire Prevention Association (NFPA), National Building Code, National Mechanical Code, National Plumbing Code, National Electric Code (NEC), and NIST Fire Life Safety, and Engineering Policies and Directives also are applicable. Should there be a discrepancy between the NIST Specifications and the applicable Building Code(s), the more stringent of the two shall govern.
