- Description
- The Department of Homeland Security, U.S. Customs and Border Protection (CBP), intends to award a sole source firm fixed price (FFP) contract for the modification of five existing CBP DHC-8 aircraft to Sierra Nevada Corporation (SNC) at 12500 Belford Avenue Englewood, CO 80112. In August 2018, CBP issued an Interagency Agreement to US Army ARDEC. CBP utilized an Other Transaction Agreement (OTA), W15QKN-17-9-5555, between the U.S Army Contracting Command, New Jersey and Consortium Management Group, Inc. (CMG), on behalf of Consortium for Command, Control, and Communications in Cyberspace (C5), to obtain prototype aircraft modification services. The US Army ARDEC competed the CBP requirement among their OTA vendor pool and issued a notice on FedBizOps (FBO) of the requirement. The FBO posting indicated if the project was successfully completed then the project may result in the award of a follow-on production contract without the use of competition to the awardee of the original competitive requirement. The awardee was Sierra Nevada Corporation (SNC). This is a non-competitive contract action under the authority of FAR 6.302-1(a)(2)(ii)(A)-Supplies may be deemed to be available only from the original source in the case of a follow-on contract for the development or the production of a major system or highly specialized equipment, including major components thereof, when it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recover through competition. CBP will post a Sole Source Justification prior to award. The NAICS code will be 336411. The anticipated contract period will be for a base year and four option periods. This notice is neither a request for proposal nor an invitation for bids. There is no formal solicitation available for this requirement at this time. If any contractors feel they can meet the requirements, please contact Contract Specialist, Caitlin Jenkins at caitlin.m.jenkins@cbp.dhs.gov, no later than 1300 or 1:00PM local Washington, DC, January 24, 2022. You must submit a capabilities statement displaying your ability to meet the requirements. If no responses are received by the above referenced date/time a sole source contract will be awarded to SNC. The award date is estimated to be no later than September 30, 2022.
