Description
Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, James J. Peters VA Medical Center, Network Contracting Office (NCO) 2 is conducting a market survey firms capable of providing and servicing WatchPATOne Direct Home Sleep Study Devices at New York Harbor Healthcare System, Manhattan and Brooklyn campuses. Objective: New York Harbor Healthcare System requires an Indefinite Delivery/Indefinite Quantity (IDIQ) contract for the following requirements. WatchPATOne Direct WatchPATOne Direct Services The WatchPAT device is a non-invasive home care device for use with patients suspected to have sleep related breathing disorders. The WatchPAT is a diagnostic aid for the detection of sleep related breathing disorders, sleep staging (Rapid Eye Movement (REM) Sleep, Light Sleep, Deep Sleep and Wake), snoring level and body position. The WatchPAT generates a peripheral arterial tonometry (""PAT"") Respiratory Disturbance Index (""PRDI""), Apnea-Hypopnea index (""PAHI""), Central ApneaHypopnea index (""PAHIc""), PAT sleep staging identification (PSTAGES) and snoring level and body position discrete states from an external integrated snoring and body position sensor. The WatchPAT's PSTAGES and snoring level and body position provide supplemental information to its PRDI/PAHI/PAHIc. The WatchPAT's PSTAGES and snoring level and body position are not intended to be used as the sole or primary basis for diagnosing any sleep related breathing disorder, prescribing treatment, or determining whether additional diagnostic assessment is warranted. The WatchPAT generates a PAT respiratory disturbance index ( PRDI ), PAT ApneaHypopnea Index ( PAHI ), PAT central Apnea-Hypopnea Index (pAHIc), percentage of total sleep time with Cheyne-Stokes Respiration pattern (%CSR) and PAT sleep staging identification (""PSTAGES""). The WatchPAT respiratory indices and sleep stages are estimates of conventional values and stages identification that are produced by polysomnography ( PSG ). The WatchPAT also generates acoustic decibel detector used for snoring level and body position discrete states from the Chest Sensor The WatchPATOne Direct process will allow the VA to test, diagnose, and treat obstructive sleep apnea patients without the need to have them enter the medical facility. This is not only convenient but with the ongoing waves of COVID is safer for both patients and staff. Prior to WatchPatOne, the patients would need to come to the facility to be trained to use the equipment and then come back to return it. This program eliminates that. Device Descriptions and Services WatchPATOne Direct package is comprised of the following: WatchPATOne Direct Wrist Device Finger Probe Chest Sensor Packaging Battery (optional) WatchPATOne Direct Services Study is ordered by sleep physician in CPRS Patient information such as (name, address, telephone number, last four) is sent to vendor via encrypted email Vendor mails the devices to patient Patient conducts home study Vendor retrieves the data from study and sends it to VA via encrypted email The contractor shall provide the required WatchPATOne Direct devices or equal too, to New York Harbor Healthcare System Facilities. The North American Industry Classification Systems (NAICS) is 621610 (Home Healthcare Services) and the standard size is $16.5 million. The Product Service Code (PSC) is Q403 (Medical-Evaluation/Screening). All responses to this notice MUST be submitting in writing and emailed to charnell.cunningham@va.gov and must be received not later than January 24, 2022 at 10:00AM EST. Interested parties shall provide company/individual name, a capability statement, examples of same or similar work performed at other facilities (resumes), DUNS number and address, point of contact and social-economic. Interested parties who do not submit the above information on or before the response due date and time may not be considered for this procurement.
