Description
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.� Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with AT&T Mobility, LLC, located at 1025 Lenox Park Blvd, NE, Atlanta, GA 30319. The purchase order will specifically procure installation of the AT&T FirstNet In-Building System and connectivity service. Installation of the FirstNet In-Building System shall be completed within three (3) months � Authority This acquisition is being conducted under the authority of FAR Subpart 13.106(b)(1) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 517919 � All Other Telecommunications with a small business size standard of $35.0 million. Description The Public Safety Communications Research (PSCR) Division at NIST is housed within the Communications Technology Laboratory (CTL) located in Boulder, CO. PSCR is focused on driving research to advance communications technologies in support of the public safety community in partnership with stakeholders across various sectors, including public safety, private industry, government, and academia. PSCR requires AT&T to install a FirstNet In-building System and provide connectivity service to improve wireless cellular coverage on existing AT&T/FirstNet public safety-specific broadband devices that are used for research purposes with the National Public Safety Broadband Network (NPSBN). For more information, please see the attached Statement of Work.� Sole Source Determination The sole source determination is based on the following:� For purposes of continuity of research and compatibility with existing equipment, no other sources of supply or service will satisfy agency requirements. AT&T/FirstNet wireless devices are used by NIST to support conducting research with the NPSBN. The NPSBN and the NIST Public Safety R&D fund were established by congressional legislation through the Middle-Class Taxpayer Relief Act of 2012. NIST specifically requires installation and connectivity services through AT&T FirstNet to improve wireless service coverage and support continued research of public safety-specific broadband systems with the NPSBN.� Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.� Any questions regarding this notice must be submitted in writing via email to Hunter Tjugum, Contract Specialist, at Hunter.Tjugum@nist.gov. All responses to this notice of intent must be submitted via email to hunter.tjugum@nist.gov so that they are received no later than January 18, 2022 at 10:00 AM, Eastern Time.
