Description
The DEFENSE HEALTH AGENCY (DHA) is issuing this special notice as a means of conducting market research to request feedback on certain draft documentation related to the Computer Assisted Legal Research (CALR) requirement. The result of this feedback will contribute to determining the CALR acquisition strategy, capability expectations, and method of procurement. There is no solicitation at this time. This special notice does not constitute a Request for Proposals (RFP) or Request for Quotation (RFQ). Submission of any information in response to this notice is purely voluntary; the Government assumes no financial responsibility for any information or costs incurred. All costs associated with responding to this notice will be solely at the interested party�s expense. Not responding to this notice does not preclude participation in any future solicitation, if any if issued. The DHA contemplates soliciting this requirement on GSA.� Where and how this will be solicited under GSA is still being contemplated.� The intent is to award at least one BPA for the CALR requirement, but we reserve the right to award multiple BPAs if determined to provide the most comprehensive services to the Agency.� It is contemplated that the number of users will grow throughout each year, and the need for other, non-identified, Legal Research literature may expand as the DHA expands its mission. Please provide the following with your response: Your company information to include name, contact information, address, etc. Your company size (Small Business or Large Business). Indicate which GSA vehicle you recommend this requirement be advertised under. Indicate which CALR related services your company provides. Either a 2 page white paper with your proposed recommendations/solutions, OR� capabilities documents that clearly indicates what services you provide. In addition to the information above, a draft copy of the following documents are provided for feedback: Draft PWS Draft 52.212-1 Instructions to Offerors Draft 52.212-2 Evaluation Criteria These documents have intentionally been uploaded in Microsoft Word format so suggestions and feedback can be made within the document itself.� *PLEASE USE TRACKED CHANGES* if you alter any part of these documents so the Government can easily identify where and what recommendations you are making. CONFIDENTIALITY:� No proprietary, classified, confidential or sensitive information should be included in your response.� Industry responses will be shared with DHA staff for the purpose of market research.� The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). RESPONSE INSTRUCTIONS: Email responses to christopher.d.rieper.civ@mail.mil on or before 4:00 p.m. (local San Antonio, TX time) 21 January 2021.� Response should be no more than 5 pages total, single-spaced, 1-inch margins, minimum 11-point font size for text and 9-point size for tables and figures.� This page count does not include suggested changes/recommendations within the Draft PWS, 52.212-1, 52.212-2, or the Q&A Form. Additionally, DHA encourages respondents to forward this notice to any other industry partners that may be interested in responding or have relevant solutions or capabilities.
