- Will the GC be required to provide a full-time supervisor on site during construction? Yes, this is standard practice to provide full-time supervision during construction. Drawings show (2) hose bib connection points. Please clarify which location is preferred? The preferred location is the hose bib to the plan East (right on the drawing). This would allow for a less complicated connection and would keep the line out of pedestrian traffic. Hose bibs tend to freeze. Will as separate Frost-free connection to the building be required? The current connection is old and no longer serviceable. A new frost-free connection is required as part of the site-prep. Is there a shutoff valve located near water connection point? The shutoff valve is located in the basement of building 141, approximately 40 feet from the exterior wall penetration for the East hose bib. Please confirm if contractor is responsible for any HVAC requirements? The pharmacy trailer has a fully contained HVAC system. Site preparations will not include HVAC. Please confirm trailer configuration. Drawing does not show connection point designation. Ideally, and if feasible, the VA would like to have the trailer configured so the entry door into the trailer is facing plan West (facing the sliding glass door into building 141). Who is responsible for relocating existing trash bin? The VA holds the service contract for the trash bin and will contact the service provider (Tri-County) to have it relocated once it is necessary. Utility drawings show gray water tanks with 3 gray line water drain. Is a grey water connection required? What location is gray water being drained to? A gray water connection will not be required to drain the tanks. The contractor providing the trailer (Germfree) will engage the services of a local contractor to empty the gray water tanks regularly. Scope of work indicates for ramp to conform to anti-slip requirements. Please provide those requirements. Specific minimum friction rating requirements are not dictated. The general direction would be that if the contractor chooses to use a prefabricated metal ramp, ensure it is outfitted with extruded non-slip decking as part of the system. If the contractor plans to build the ramp, from virgin materials, then a form of industrial strength anti-slip adhesive tape would be acceptable. Whatever form of anti-slip method is chosen, the contractor shall ensure it will not interfere with cart transport up and down the ramp. SOW calls for installing card reader (PIV) compliant and associated hardware. Please provide system details so that new install is compatible with existing system. Please confirm this requirement. See Part number: HID HU-920PHRNK7 PIV Class https://www.hidglobal.com/products/readers/pivclass/pivclass-r40 SOW II H to install hard barrier enclosure along canopy length to be tied into ramp barrier. This is not shown on drawings. Please indicate location of canopy enclosure. Extent of canopy barrier will largely hinge on the ramp positioning (See question 6). Contactor to provide configurations with slopes for approval to the VA prior to installation. Please clarify finished material and type for exterior of canopy and ramp barriers. Please refer to line item J in the Scope of Work. VA would expect to see a rigid stud wall construction (wood, metal, etc.) to include wind and weather resistant material on the exterior that are also aesthetic, to some extent. SOW indicates that trailer skirting is recommended . Please confirm this requirement and R-value designation. Please refer to line item K in the Scope of Work. It is not recommended, it is a requirement. Typical trailer skirting is made from board with an R-value of R5 per inch of thickness. The best variety of this board is extruded polystyrene foam board, also called blue board. A framework could be built under the trailer using 2 x 2 lumber, or similar product, then attach the foam board to the constructed framework. Stopping air movement is more important than a high R-value for the skirting as there is no heat source under the trailer. For this reason, enough foamboard to create a rigid system that will hold up to the elements will be acceptable. SOW indicates requirement for both pedestrian and vehicle barricades. There is nothing shown on drawings. Please clarify this requirement. The vehicle rated security barricades will double as pedestrian barricades by including mountable fencing onto the barriers. These barricades will be positioned around the North perimeter of the trailer to enclose and protect it from vehicles and to keep pedestrians out of the area around the trailer where utilities will be connected. The vehicle barriers are called out to have fencing attached. Please confirm type, height etc. Typical vehicle rated security barricades are 3-4 feet. Attached fencing would be expected to be approximately 4 feet to ensure pedestrians cannot attempt to cross over the barriers. Type of fencing to be used is chain link, or equivalent. Is contractor bidding removal of any installed items listed in SOW? The Contractor will be responsible for removing all included site-prep items (utilities, ramp, barriers, fencing, etc.) at the end of the trailer lease. Vehicle rated security barriers may be relocated elsewhere on campus by the contractor, at the CORs discretion. SOW indicates to complete job as specified in section IV. There does not appear to be a section IV included in the SOW. Please provide period of performance information. Upon award of this project, the Contractor will be given an Administrative Notice to Proceed (ANTP). During this time all required pre-construction submittals such as, safety plans, quality control plan, phasing, schedules, materials submittals, certifications, etc. shall be provided for VA review and approval. All pre-construction submittals are to be provided within 15 days of the ANTP. Additionally, the ANTP is when the Contractor will place orders for any required equipment and materials due to increases in lead times. Following satisfactory submission of all pre-construction submittals and the arrival of required equipment and materials, a Construction Notice to Proceed (CNTP) will be issued. Contractor will have 30 days from the CNTP to provide all work according to contract documents. The total period of performance will be 45 days. Based on drawings the gray area (ramp area) is about 20 to 25 long. With door entrance at 48 high the slope will be significant. Please provide slope tolerances. The slope of the ramp does not have to meet stringent VA barrier free guidelines. However, this ramp will be used to transport pharmacy carts and the slope cannot be so significant that pharmacy staff are not able to get the carts up and down the ramp. The VA is expecting the ramp slope to be approximately 1:12. There is no electrical panel shown on drawings. What panel is power for trailer to be pulled from? 141-MDP (Main Distribution Panel) in Electrical room B-21 of Building 141. Has a load test been conducted on electrical panel? Can the VA confirm the capacity of panel? A load test has not been conducted as part of this project, however a test can be performed if deemed necessary. Panel 141-MDP confirmed to have appropriate capacity for the pharmacy trailer s requirements.
