- Description
- The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research Laboratory (CRREL) intends to award a contract on a sole source basis to Riegl USA, Inc. upon the basis of the authority provided at FAR 13.106-1(b)(1). ERDC-CRREL intends to procure protective housing equipment to support testing and development of autonomous laser applications and the collection and processing of multi-temporal 3D and 4D high-resolution point-clouds. Autonomous laser protective housing equipment is needed to support already existing laser scanning hardware for research and development purposes. The housing and accessories will enhance research abilities to support algorithm development related to 3D laser streams and near-real-time feature extraction. Specifications: �The requested instrumentation must have 100% seamless interoperability with existing equipment and include the following minimum specifications: Rotating fiberglass hood with wavelength-specific transmission aperture glass Support 24V power input Support Ethernet (RJ45) connection Support installation and operation at 360o x 100o Field-of-view for Riegl VZ-400, VZ-1000, VZ-2000, VZ-400i or VZ-2000i laser scanners Includes power and communication connections Protection class IP56 or higher 10-meter length power and control cable bundle with waterproof connectors on both ends Internal cable bundle for control cabinet installation Shipping crate Mounting plate with multiple connection points with CAD model provided for engineering design ERDC-CRREL currently owns and operates several automated terrestrial laser scanning systems alongside custom integrated platforms, processing and analysis software related to these systems.� The Government�s research requires a protective housing that is compatible and fully interoperable with existing in-house hardware and software uniquely designed to work with Riegl equipment for persistent, autonomous operations of terrestrial laser scanners.� Full interoperability is required to allow the system to take accurate measurements and function seamlessly while deployed in field experiments and alongside other Riegl assets.� Riegl USA, Inc. has been identified as the only company authorized to distribute Riegl products in the United States.� Continuity between equipment is vital to preserve the validity of the Contractor�s warranty and ensure successful operations.�� The associated North American Industry Classification System (NAICS) code is 334519, which has a size standard of 500 employees. This Notice of Intent is not a request for competitive quotations. However, interested parties may identify their interest and capability to respond to this requirement. Any interested party that believes they can fulfill this requirement should submit a capability statement to be reviewed. All submissions will be considered, however there is no guarantee that submissions in response to this notice will in any way alter the Government's acquisition strategy. Responses to this notice shall be submitted NLT 12:00 PM CST, 17 January 2022 to ERDC-CRREL-QUOTES@usace.army.mil. Telephone responses will not be accepted. Responses to this notice will not be considered as a response to any solicitation, a request to be added to a prospective offerors list, or to receive a copy of any solicitation. A determination by the Government not to compete the contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: In order to be eligible for award of a Government contract, vendors must be actively registered in the System for Award Management (SAM), have no active exclusions, and complete the FAR and DFARS representations and certifications.
