- The Department of Veterans Affairs Network Contracting Office 2 is issuing this sources-sought notice as a means of conducting market research to identify parties having an interest in and the resources to support a Generator Testing and Repair Service requirement, at the VA New York Harbor Healthcare System s Brooklyn and St. Albans campuses (800 Poly Place Brooklyn, NY 11209 and 179-00 Linden Blvd. Jamaica, NY 11425, respectively). The result of this market research will contribute to determining the method of procurement. The North American Industry Classification System (NAICS) Code is 811310 Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. STATEMENT OF NEED: The VA New York Harbor Healthcare System anticipates a requirement for testing and annual service on fifteen (15) emergency generators to help ensure critical power to essential equipment at the Brooklyn and St. Albans facilities. Subject generators include 13 Caterpillar generators ranging in size from 150KW to 2200KW, one 300KW Cummins generator, and one 250KW MTU Onsite Energy generator. The contractor will be responsible for conducting annual load testing and annual service, including any necessary unscheduled maintenance, repair, or replacement with prior approval. All work shall be completed per the manufacturer s recommendation and in accordance with government-approved technical instruction. All work must be performed and documented in compliance with the Joint Commission (JTC) and National Fire Protection Association (NFPA) 110 requirements. Contractor shall provide all labor, personnel, supervision, and equipment necessary to perform their duties. THERE IS NO SOLICITATION AT THIS TIME. This request is for capability information and does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. The government will evaluate market information to ascertain potential market capacity to provide services consistent in scope and scale with those described in this notice and otherwise anticipated. Based on the responses to this sources-sought notice/market research, this requirement may be set-aside for small businesses or procured through full and open competition. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions. SUBMISSION INSTRUCTIONS Interested parties who consider themselves qualified to perform the above-listed service requirement are invited to submit a response to this Sources-Sought Notice by January 18,2022 at 4:00 pm ET.
