Description
This Sources Sought Notice is being published for the purpose of conducting Market Research to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. This is not a solicitation. All costs associated with providing information, as requested by this Sources Sought Notice, shall be the responsibility of the submitter. Submission is voluntary. High-resolution bathymetric surveying is a vital part of a variety of ongoing and planned projects with the CMWSC of the USGS. Multibeam echosounders (MBES) collect high-resolution, high-accuracy bathymetric data over large swaths of the bed of a water body, which facilitates mapping large areas quickly. These data are used to measure changes in bed morphology, evaluate scour/erosion, develop base maps used for hydraulic modeling, and characterize aquatic habitat. The CMWSC requires a MBES survey kit suitable for use in shallow freshwater lakes and rivers. The MBES must be integrated with an Inertial Navigation System (INS) that is capable of operating in a variety of modes, including Differential GPS (DGPS), Real-Time Kinetic solution available (RTK), and during GPS outages (under bridges, etc.). The MBES must be capable of collecting the density and precision of water body bottom measurements sufficiently accurate for navigational purposes as defined in the International Hydrographic Organization (IHO) S-44 and LINZ Special Order survey to a swath coverage of at least 150 degrees. IHO S-44 Special Order requires the depth confidence to locate a one-meter cubed object at 40 meters of depth. Hydrographic data collected according to these standards is sufficiently accurate to be safely used by commercial, military or recreational users of the information. Continuity of data or interoperability with Army Corps of Engineers (USACE) navigation projects in navigable inland waterways of the Chicago Area Waterways System (CAWS), the Illinois River, and the Mississippi River would enable USGS and USACE to exchange bathymetric data for river base maps, locks and dams, studies of river hydraulics and bedforms, and aquatic habitat mapping. Similarly, continuity of data or interoperability with USACE Regional Sediment Management efforts in nearshore areas of Lake Michigan would enable USGS and USACE to exchange bathymetric data for maps of lake bathymetry and studies of shore erosion. The salient characteristics for the MBES/INS survey kit are as follows: � MBES frequency, resolution, depth range: o The system must be frequency agile in the 200 to 700 kHz range o Capable of across-track resolution up to 0.5 degree across-track and along-track resolution up to 1 degree o Depth range 1 to 800 feet � MBES beams and swath width: o Number of beams: 256-512, able to be set for equi-angle or equi-distant point spacing o Adjustable swath angle from 45 degree to at least 160 degrees, with increased point density available in the reduced sector (i.e. high resolution capability) o Minimum 140 degree swath at IHO Special Order level in 15 m freshwater depth o Ability to rotate swath to port or starboard without physically rotating the MBES mount o Head-tilt options to optimize point density and maintain equi-distant point spacing with physically rotated single-head sonar mounting, when needed � MBES data quality and data products: o Absolute depth gates to remove noise in the water column o Adaptive depth gates to remove noise in the water column o Phase, amplitude and blended bottom detection o Data quality flags for post processing filtering o Visual display/indication of sonar data quality (ability to see �ringing� or other signs of poor data quality) o Output of bathymetry, backscatter and snippet data � must be able to be processed using Hypack/Hysweep � MBES size and weight: CMWSC requires that the MBES system is compact, transportable, and capable of mounting on a small vessel for use in shallow water. o �Wet-end� weight = 4 o NMEA Standard ASCII output messages: Position ($INGGA & $GPGGA), Heading ($INHDT), Track and Speed ($INVTG), Statistics ($INGST), Attitude ($PASHR, $PRDID), Time and Date ($GPZDA, $UTC). o High Rate Attitude Output (for use with Sonar roll stabilization), >=100 Hz o Base GPS inputs: RTCM 1, 9, 18, 19, CMR and CMR+ input formats. o One Pulse-Per-Second (1PPS) output for time-stamping of other data. Interested firms who feel that they can provide the analysis (based upon the criteria specified herein), are invited to submit in writing an affirmative response to this announcement. An affirmative response must include references with contact names, email address, and phone numbers. These references are to be for contracts similar in scope as the contract under consideration. This information will be evaluated and used to determine if competitive opportunities exist. Affirmative responses must also include supporting information showing the firm can meet all requirements set forth in this announcement. All responses must be submitted NLT 01/14/2022 at 2:30m MST via e-mail to: ysornberger@usgs.gov. This is NOT a Request for Quotation (RFQ), Request for Proposal (RFP), or Invitation for Bid (IFB) and does not constitute any commitment by the Government. Responses to this sources sought notice will be used by the Government to make appropriate acquisition decisions.
