Description
Special Notice for�AIRWorks�MSAR�Technology�Demonstration� Synopsis:�� Naval Air Warfare Center Aircraft�Division (NAWCAD)�AIRWorks, in collaboration with IMPAX (NAWCAD�s partnership intermediary for experimentation, technology demonstrations, and prototyping), intends to accelerate the identification and evaluation of Unmanned Aircraft Systems (UAS) capable of performing wide-area Maritime Search and Rescue (MSAR) missions from a surface vessel.�AIRWorks�is especially interested in systems that do not require dedicated launch and recovery�equipment, and�can perform at long ranges for extended periods while relaying accurate rescue / relevant location information to�the�host vessel. More specifically,�AIRWorks�is interested in locating personnel adrift, downed airliners (e.g., finding debris, oil slicks, beacons), ships in distress, or other incidents at sea, through a variety of technologies (e.g.,�Artificial Intelligence (AI),�Electro-optic, Infrared (EO/IR), Full Motion Video (FMV), Maritime Wide-Area Search (MWAS), Synthetic Aperture Radar (SAR),�and�Electronic Sensing (ES)). Upon discovery of said Point of Interest (POI),�AIRWorks�is also interested in�the�relaying�of�data�in a timely manner�to�the�Command and Control (C2) parent in conditions in which Satellite Communications (SATCOM) may not be available.�� NAWCAD will sponsor an at-sea�technology demonstration�in�summer 2022.� This will be part of a multi-phased merit-based selection process for the�potential�award of an Other Transaction (OT) prototype project under the authority of 10 U.S.C. 2371b.�� Notice Information:� This Special Notice announces, and requests applications to participate in, a multi-phased merit-based selection process for�potential�award of an OT prototype project.��To begin,�interested parties�should�read this Special Notice, download the Request for System Performance Summary and the UAS Technology Questionnaire via the links below, then fill in answers to the application questions (below),�and click on the��submit application��button�at the bottom of this webpage.�The completed application package will include a completed system performance summary, a completed�UAS Technology Questionnaire, a link to a video clip that depicts the candidate UAS�during launch, in-flight, and landing operations, and a video link or screen shot of the UAS Ground Control Station (GCS) interface.�Completed application packages should be submitted via email to the point of contact listed at the end of this notice.� All applicants shall be U.S.-based and U.S.-owned companies utilizing only U.S. manufacturing and repair facilities, or�affirmatively�demonstrate compliance with Section 848 of the FY2020�National Defense Authorization Act (NDAA), Prohibition on Operation or Procurement of�Foreign-Made Unmanned Aircraft Systems. At the request of the Government, all�applicants will be required to demonstrate proof that�all of�these�qualifications have been met.�Any applicant who cannot demonstrate�it meets these qualifications will be removed from further consideration by the Government.��� System Performance Summary submissions should consist of a single performance summary per�candidate UAS:� Limited to 25 pages�in total� Pages shall be 8.5� x 11� single sided, single spaced, with a minimum of�one inch�margins on all sides�� Pages shall be numbered sequentially� Text size shall be no smaller than what is equivalent to Microsoft Word, Times New Roman,�12 point, uncompressed font� The performance summary shall contain a glossary of all abbreviations and acronyms used with an explanation for each� Legible tables, charts, graphs and figures shall be used when necessary to depict organizations, systems and layout, implementation schedules, plans, etc.� For tables, charts, graphs, and figures, the text shall be no smaller than Times New Roman,�10 point�font size��� Submitted in PDF format via email (10MB file size limit)� The Government will perform a virus scan on all electronic files provided and any submittal failing the virus scan will be immediately rejected and returned to the sender.�In addition, applicants will complete and submit a UAS Technology Questionnaire via email, along with a link to a video clip that clearly shows their�candidate�UAS�with an installed payload of at least�40 pounds, as described in the Request for System Performance Summary, during launch, in-flight, and recovery operations. Applicants must also provide a screenshot or video clip of the�GCS�operator interface. The Technology Questionnaire will not count against the performance summary page-count.�� The System Performance Summary and the UAS Technology Questionnaire�can be downloaded via�https://sam.gov. Performance summaries, technology questionnaires, and videos will be evaluated by a panel of Government�judges�according to�various criteria, including�technical maturity, payload and endurance capability, and the demonstrated capability of the UAS to operate�in a maritime environment. The full list of performance summary evaluation criteria�are�included in the Request for System Performance Summary. Based on the Government�s review of applicant performance summaries, the Government reserves the right to invite none, some, or all applicants to participate in one-on-one discussions to inform the Government�s selection of invitees for the�at-sea�technology demonstration.�The�Government may also request access to the vendor facility to further inform�its�selection�decision.� The applicants who score the highest during the performance summary�evaluation will be invited to an at-sea technology�demonstration�in�summer 2022.��� UAS solutions which are�selected for�demonstration�during�the�at-sea�event will be evaluated by a panel of Government judges using a standardized scoring rubric. The evaluation criteria will be provided to demonstrators with their invitation package. This technology demonstration will be used to evaluate the state-of-the-art in relevant technologies, inform future acquisition strategies, and satisfy merit-based competition requirements for potential Other Transaction (OT) awards for prototyping. Any awarded OTs have the potential to become a part of a future Program(s)�of Record.�Upon transition into an OT, the program may undergo a name change.� Only U.S. citizens are eligible to participate.�To participate in the at-sea technology demonstration, the manufacturer of the UAS must be based in the United States.� UAS production must be based in the United States or�affirmatively�demonstrate�NDAA compliance. UAS software and firmware shall be developed, modified, and controlled within the United�States or�affirmatively�demonstrate�NDAA compliance.��Modification of a foreign designed UAS is unacceptable.?�� Technical questions may be submitted in writing to the point of contact listed at the end of this announcement.� Questions and answers related to the technology demonstration will be posted and updated regularly�at�https://sam.gov.� Completed applications for participation�must be emailed to the point of contact listed at the end of this notice and�will be accepted until 5:00 PM EDT on Friday 25�February�2022.� Invitations to participate in the�at-sea�technology demonstration�are anticipated to�be issued via e-mail no later than 11:59 PM EDT on�Monday 28�March�2022.� Responses to the�at-sea�demonstration invitations will be due no later than 5:00 PM EDT on�Monday�4�April�2022. The first and second alternates will be notified and will receive invitations to the�at-sea�technology demonstration�in the event that�primary invitees decline invitations. Those applicants who are not invited to the�at-sea�event�are anticipated to�receive notification via e-mail no later than 11:59 PM EDT on�Monday�11�April�2022.��� Terms and Conditions for the Technology Demonstration:�� These terms and conditions apply to all participants in the technology demonstration.���� At the Government sponsor�s discretion, participants�in�this technology demonstration may receive an Other Transaction (OT) award under 10 U.S. Code, Section 2371b. Under 10 U. S. Code, Section 2371b, a successful prototype project may result in the further award of a follow-on production agreement or contract without additional competition. It is noted that significant quantities may be needed for field testing. The Government may make an award, even if all performance goals aren�t fully met.� The Government reserves the right, in its sole discretion, to award zero, one, or multiple OTs following the technology demonstration.� Applicants should address in their performance summary their willingness and ability to comply with 10 U.S. Code 2371b(d) requirements (small/non-traditional business participation, cost shares, etc.) should the Government sponsor elect to negotiate a 2371b prototyping OT award.� Agreement to Terms.�By responding to this announcement, the participant agrees to comply with and be bound by the rules (including these terms and conditions) of this technology demonstration and the decisions of the Government. Rules and decisions are binding and final in all matters relating to this technology demonstration.���� Security Requirements.�By responding to this announcement, the participant agrees to comply with the DoDM 5200.01 (all volumes) and the National Industrial Security Program Operating Manual (DoD 5220.22-M) and any revisions to those manuals.���� Participation by IMPAX and Government Support Contractors.�IMPAX Partnership Intermediary and Government support contractors�may�assist in the review of any data provided by applicants.�However, the Government will be solely responsible for determining which applicants will be extended an invitation to participate in the live technology demonstration, and the Government will be solely responsible for selecting which, if any, applicants will receive OT awards. Both IMPAX personnel and the support contractors have entered into Non-Disclosure Agreements (NDAs) with the Government, which precludes them from disclosing any proprietary data outside of the Government. If applicants desire a separate NDA with IMPAX personnel and Government support contractors, applicants should submit an NDA form, along�with instructions, to the POC listed at the end of this notice at�the time of their application.�Even if applicants choose not to submit an NDA form for completion, their submission of a response to this announcement constitutes consent that the partnership intermediary and support contractors will have access to their proprietary information.?��� By participating in this technology demonstration,�each individual�(whether participating singly or in a group) warrants and assures the Government that any data used for the purpose of submitting an entry for this technology demonstration, was obtained legally through authorized access to such data.���� Federal employees, including, but not limited to, NAWCAD employees and NAWCAD support contractors acting within the scope of their employment, are not eligible to�submit an application�in response to this notice.�Likewise, members of their immediate family (spouses, children,�step-children, siblings,�step-siblings, parents,�step-parents), and persons living in the same household,�whether or not�related, are not eligible to�submit an application�in response to this notice. Federal employees and contractors acting outside the scope of their employment should consult their ethics official and appropriate management before�submitting an application�in response to this notice.�� Individuals and organizations that are funded by NAWCAD to support�AIRWorks�including, but not limited to, any Federally Funded Research and Development Centers�(FFRDCs)�and University Affiliated Research Centers (UARCs), or private-sector personnel whose scope�of work includes UAS development or testing or administrative support, are not eligible to�submit an application�in response to this notice.� Government Right to Cancel, Suspend or Modify the�at-sea�Technology Demonstration.�The Government reserves the right, in its sole discretion, to cancel, suspend or modify�the at-sea�technology demonstration.�These rules may be changed without prior notice, and all participants should monitor�sam.gov�for the latest information.��� Decision Authority.�Naval Air Warfare Center Aircraft Division will be the final decision authority for all matters concerning the�at-sea�technology demonstration.�� Responsibility for Costs Incurred.�All costs incurred as a result of�submitting an application�or�participating in the various phases of�this merit-based selection process, including�the at-sea�technology demonstration,�are the sole responsibility of the participant.� Nothing in these rules, to include information on the websites publicizing the event, may be interpreted as authorizing the incurrence of any costs on behalf of the Government.���� Release of Claims.�The participant agrees to release and forever discharge�any and all�manner of claims, equitable adjustments, actions, suits, debts, appeals, and all other obligations of any kind, whether past or present, known or unknown, that have or may arise from, are related to or are in connection with, directly or indirectly, this announcement or the participant�s submission.��� If invited to participate in the�at-sea�technology demonstration, the participant agrees not to file any claims against the U.S. Government, or any of its authorized agencies or personnel, or otherwise seek any form of reimbursement for the use, or compensation for the loss, damage to, or destruction of the product displayed or demonstrated during the technology demonstration. The participant agrees to release and hold harmless the United States, the Department of the Navy, and all their employees and contractors, from�any and all�claims or�demands resulting from any loss, damage, death, or injury that may arise from the setup, demonstration, display, or teardown of the participant�s property.�� Compliance with Laws.�The participant agrees to follow and comply with all applicable federal, state and local laws, regulations and policies.�� Liability.�By participating in this�at-sea�technology demonstration, the participant agrees to assume, and thereby has assumed,�any and all�risks of injury or loss in connection with, or in any way arising from participation in this�at-sea�technology demonstration, or development of any submission.�� Indemnification.�The participant indemnifies the Government and its affiliates, directors, officers, employees against all liabilities, damages, losses, costs, fees (including legal fees), and expenses relating to any allegation or third-party legal proceeding to the extent arising from:�� (a) The participant�s acts or omissions in relation to the technology demonstration; and�� (b) The participant�s submissions violating any rights of any other person or entity or any obligation the participant may have with them.�� Disclaimers.�All content provided by the�Government is provided on an ""as is"" and ""as available"" basis. The Government disclaims all representations and warranties (express or implied), including any warranties of merchantability and fitness for a particular purpose. The Government is not responsible for any incomplete, failed, or delayed transmission of application information or submissions due to the internet, including interruption or delays caused by equipment or software malfunction or other technical problems. Reference herein to any specific commercial products, process, or service by trade name, trademark, manufacturer, or otherwise, does not constitute or imply its endorsement, recommendation, or favoring by the United States Government.��� Severability.�If any term (or part of a term) of these terms or rules is invalid, illegal or unenforceable, the rest of the terms or rules will remain in effect.�� Translations.�All technology demonstration submittals will be in English. In the event of any discrepancy between the English version of these terms and rules and a translated version, the English version will govern.�� Governing Law.�This�at-sea�technology demonstration is subject to all applicable federal laws and regulations.
