- This is a combined synopsis/solicitation for commercial items, prepared in accordance with the format in subpart 12.6 of the FAR and as supplemented with additional information included in this notice. This announcement constitutes only solicitation; quotes are being requested and a separate written solicitation will not be issued. Solicitation number�2122402Y61A1499005 applies and is used as a Request for Quote (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87, effective, 7 March 2016. It is anticipated that a competitive price purchase order shall be awarded as a result of this synopsis/solicitation. All responsible sources may submit a quotation, which if timely received, shall be considered by this agency. The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. No down payments or advanced payments will be made to the awarded vendor. Vendor shall ensure they can secure funding for this order until delivered and received by the US Coast Guard. Payment will be made by Government Purchase order (Net 30) and the vendor shall assume financial responsibility until the order is accepted and received by US Coast Guard. Basis for Award:�This�solicitation is based on FAR 13 � Simplified Acquisition Procedures and quotes will be reviewed and awarded on a Lowest Priced Technically Acceptable basis per the solicitation.� Past performance will only be reviewed for �responsibility� basis per FAR 9.1.�There are no adjectival ratings nor will award be based on a best value tradeoff basis.�The vendor�s quote that is the lowest priced and meets all the technical requirements of the solicitation will be awarded the contract. All quotes shall be emailed to SK1 Shawn Loving via shawn.m.loving@uscg.mil and shall be received no later than 02/01/22 by 1200hrs (Eastern). All emailed quotes shall have 2122402Y61A1499005 in the subject of the email. Site Visit is required in order to bid, to schedule a Site Visit please email SK1 Shawn Loving via shawn.m.loving@uscg.mil Statement of Work Tentative Start Date: 2-24-22 Period of Performance: 2 Weeks Provide all materials & labor for insulating 2 (ea.) Ship Service Diesel Generator Exhaust, 1 (ea.) Emergency Diesel Generator, and a portion of 2 (ea.) Main Diesel Engine Exhaust using drawing(s) 901-WMEC-259-002, 905-WMEC-342-003 and Miratech Silencer Appendix A for reference. Exact fit should be verified with a site visit as piping will not be installed exactly as drawings indicate. The exhaust insulation blankets and pads required: Port and Stbd MDE Exhaust Piping and Silencers Port and Stbd SSDG Exhaust Piping and Silencers Emergency Diesel Generator Piping and Silencer Removable covers and blankets shall be installed over machinery and equipment in conjunction with details in NAVSEA Drawings 804-5959212. Removable insulation covers shall not be painted. Removable covers installed on piping and machinery shall meet the following requirements: Covers and blankets are fabricated in four plies. Inside ply is made of 304 knitted stainless steel wire mesh. Second ply is fiberglass insulation material, conforming to MIL-I-16411, Type II. Third ply is a silica-based ceramic mat. Cold face or top covering is a high temperature, flexible, silicone-coated silica fabric With harness satin weave, conforming to MIL-Y-1140 and MIL-DTL-24244. All seams are secured with stainless 304 stainless steel lacing staples, to facilitate field modifications and repairs, when necessary. Covers and blankets are laced in place boot-style, with stainless steel tie wire resulting in a custom made �glove-fit�. There should be no gaps where exhaust blankets meet or come together. SSDG/EDG: operating temp approx. 800 deg. F, Insulation Thickness 4�. MDE: operating temp approx. 900 deg. F, Insulation Thickness 4-1/2�. External surface temperature for exhaust piping shall not exceed 125 F to 135 F A site survey is required for the bidding process.
