- This amendment (0002) is being processed to incorporate the following changes to solicitation SP470222Q0003. A.Extends the proposal submission deadline from 17JAN2022 to 24JAN2022 at 10:00 AM EST. B.To respond to the following vendor questions. 1.Vendor Question: Historically, what has been the demand in pages for CART Transcripts on an annual basis? DLA Response: With the Pandemic it is almost always now a transcript needed � Informal transcript. 2.Vendor Question: How many assignments are requested with 48 hours or less notice? DLA Response: Less than 1 percent. Most are provided within 5 � 7 business day notice and we also have an on-going assignment list; in past contracts the list has been provided after award. 3.Vendor Question: How many Deaf/Hard of Hearing individuals are utilizing the services? DLA Response: At this time 16. 4.Vendor Question: Industry-standard is to pay for the full scheduled time should an assignment be canceled within the allotted cancelation period. For week-long assignments, industry-standard would dictate the assignment being billed per the cancellation period or in this case billable for 2 days from notice of the cancellation. Please amend the solicitation to reflect industry standards. DLA Response: I am not aware of an industry standard for CART. My opinion is this is not unreasonable. In the past they have included their cancellation policy with their bid if it contradicts what we state in the Performance Work Statement (PWS). 5.Vendor Question: Can you please verify if the services requested will be onsite or remote? ? In PWS document: States that CART will take place virtually (page 2 section 3.1.b), but then states the below on page 3 section 3.3.c The assigned CART reporter shall accompany the deaf or hard of hearing client to the appointment location and provide an instant conversion of speech into text using a stenotype machine linked to a laptop computer, both of which the contractor shall furnish and set up DLA Response: The successful offeror will be asked to perform both onsite and remotely. 6.Vendor Question: Please confirm the 2 business day cancelation is for remote services. DLA Response: This policy is not exclusive to remote services. 7. Vendor Question: Who is the incumbent? DLA Response: DLA will not be releasing these details in response to RFIs to this RFQ. 8. Vendor Question: What price the establishment is currently paying? DLA Response: DLA will not be releasing these details in response to RFIs to this RFQ. 9. Vendor Question: Will this be a multiple aware or single award? DLA Response: Single Award. All other details of the original solicitation remain unchanged. No other changes or updates are made through this amendment.
