- SOLICITATION NUMBER: 72066822R00003 ISSUANCE DATE: January 12, 2022 CLOSING DATE AND TIME: February 4, 2022 at 1700 Juba time SUBJECT: Solicitation for U.S. Personal Service Contractor (USPSC) Construction Project Manager (GS-13) Dear Prospective Offerors: The United States Government, represented by the U.S. Agency for International Development (USAID), is seeking offers from qualified persons to provide personal services under contract in South Sudan, as described in this solicitation. Offers must be in accordance with Attachment 1 of this solicitation. Incomplete or unsigned offers will not be considered. Offerors should retain copies of all offer materials for their records. This solicitation in no way obligates USAID to award a PSC contract, nor does it commit USAID to pay any cost incurred in the preparation and submission of the offer. POINT OF CONTACT: Joseph Terrazas at jterrazas@usaid.gov and Awad Bako at abako@usaid.gov 5. POSITION TITLE: Construction Project Manager 6. MARKET VALUE: $79,468 - $103,309, equivalent to GS-13. Final compensation will be negotiated within the listed market value based on the successful candidate�s salary history, work experience and educational background. If the position is for a Washington based PSC, offerors who live outside the Washington, D.C. area will be considered for employment, but no relocation expenses will be reimbursed. 7. PERIOD OF PERFORMANCE: The base period will be one year, estimated to start on April 15, 2022. Based on Agency need, the Contracting Officer may exercise (an) additional option period(s) for four, one-year options for the date(s) estimated as follows: Base Period: April 15, 2022-April 14, 2023 Option Period (OP) 1: April 15, 2023-April 14, 2024 OP 2 April 15, 2024-April 14, 2025 OP 3 April 15, 2025-April 14, 2026 OP 4 April 15, 2026-April 14, 2027 8. ELIGIBLE OFFERORS: U.S. citizens, or lawful permanent U.S. residents are eligible offerors per AIDAR 702 and Appendix D. 10. SECURITY LEVEL REQUIRED: Facilities Access & Computer Access. II. STATEMENT OF DUTIES USAID/South Sudan is the Alternate Service Provider (ASP)/ICASS for all U.S. Embassy Juba personnel. Under the auspices of the ASP, and under the direction of the Supervisory Executive Officer (S/EXO), the Construction Project Manager (CPM) will provide technical direction and oversight on electrical systems construction and water management activities on USAID�s Compounds in South Sudan. The CPM will oversee day-to-day construction-related activities to ensure robust technical oversight and management of designated construction activities on both the Residential Compound (RC) and Embassy Compound (EC) and other similar facilities, with exclusive dedication to USAID�s Electrical Upgrade Project, a $20-$35 million Design-Build firm fixed price contract. The CPM- EE will be the Contracting Officer�s Representative for the project. The CPM must have experience in the design, engineering and construction of low and high voltage generation plants, paralleling generator switchgear controls, and distribution systems, and as such, is responsible for providing expert management, technical oversight and quality assurance for the planned Juba Electrical Upgrade Project. Other more limited engagement may include project management of other projects including installation of life support infrastructure systems like water and waste disposal systems, and internal and external electrical systems; renovation (both exterior and interior) of existing structures, walkways, roadways, security systems, access gates, safe havens, dining and recreational facilities, laundry and maintenance facilities. The CPM will be situated in the Executive Office and will report to the S/EXO or acting. Duties will include - but not be limited to - providing technical advice, overseeing project implementation and execution to completion, providing quality assurance support; attending interagency technical meetings and events, and authoring relevant reports. Recommendations provided by the CMP will be made to the Supervisory Executive Officer with input from the relevant agencies� leadership teams, as needed. The incumbent will ensure all federal regulations, OBO and USAID Management Bureau�s Overseas Management Division (M/OMD) policies and requirements are met through close coordination with staff in those offices and reviewing applicable policies. The incumbent serves as the Contracting Officer's Representative (COR) under a letter of appointment. While a COR has reporting responsibilities to the cognizant Contracting Officer, the incumbent is assigned to the Executive Office in Juba and is subject to administrative supervision and direction of the Supervisory Executive Officer/Juba (S/EXO Juba) or his/her designee only. III. MAJOR DUTIES AND RESPONSIBILITIES: Construction Site Management 1. Serve as the technical expert for the planning, management, coordination and integration of an electric upgrade and other electric power and water management programs in Juba, South Sudan. Prepare and/or examine layout and detail drawings using specific instructions, notes, or sketches as well as perform design review of construction drawings and specification for electrical systems, such as primary systems, secondary systems, transformers, etc and examine scheme design for conformance with accepted practice. 2. Monitor construction/renovation work in progress and immediately report to the site supervisor any work (completed or in process) that fails to comply with the contract and/or with any applicable construction standards, reports immediately to the Contracting Officer and S/EXO any instance of apparent lack of adequate Contractor oversight (e.g. inadequate or unprofessional supervision of the workforce by the Contractor or a subcontractor). 3. Conduct and/or oversee tests and energization of systems and equipment; Investigate and resolve problems and conditions in electrical and water systems and equipment impacting costs, efficiency, safety, and performance; Investigate system malfunction and take or recommend corrective action, per the nature of the problem and equipment involved. 4. Direct the timely accomplishment of design and construction activities with full local responsibility for technical adequacy and accuracy of all professional engineering data; ensure timely accomplishments and preparation of design and specifications development for locally solicited and administered contracts; Establish and monitor internal controls; ensure uniform application of regulations, policies, directives, and professional practices. Receive preliminary plans and specification, as furnished that are related to proposed new construction. Studies drawings, specifications, and cost estimates and makes recommendations for anticipated mission changes. Contractor�s Management 1. Perform and/or review pre-project planning duties, such as concept development, integration planning, and programming design. Ensure system integration, modification, redesign, troubleshooting, installation, operation and maintenance, and failure analysis for the electrical and water systems and equipment in Juba, South Sudan, working with others as needed and required. 2. Assure surveillance over, and direct the inspection of, contractor accomplishment of projects to insure maintenance of scheduled progress and compliance with standard specifications and safety requirements. 3. Plans, organizes and prioritizes work so as to support the progression of quality work in accordance with timely completion of the project/s. 4. Confers with the Contractor staff, maintaining an open line of communication and, in accordance with applicable contract and COR letter of appointment language, remains responsive to Contractor queries and requests as appropriate, and compiles and maintains contract data, maintaining appropriate contract files in accordance with applicable U.S. Government and Agency regulation and policy in accordance with applicable contract/s convenes and chairs periodic USAID/Contractor reviews of project progress. Construction Reports and Documentation 1. Conduct detailed, comprehensive engineering reports to determine cause of equipment failures; research trends and patterns for electrical and water management systems. 2. Reviews Contractor's requests for deviation or changes to the contract or contract plans; reports, with appropriate recommendation, such requests to the Contracting Officer, reporting any perceived contractual shortcomings that, if left unchanged, would threaten the quality of the work, the safety of individuals or property or the timely completion of the project(s); makes appropriate recommendations for modification(s) to the contract(s). 3. Reviews and analyzes Contractor submittals of plans, drawings, construction technical data and material samples to ensure contractual compliance; reports all deficiencies and/or instances of noncompliance immediately to the Contracting Officer and S/EXO. Liaison with USAID, Interagency, Host Nation and Other relevant officials 1. Coordinate problem solutions with relevant U.S. Mission, host nation and Washington, DC stakeholders and participate in joint inspection of completed projects. Provide the sole technical engineering recommendations for approval and acceptance of all facility and public works projects. 2. Reviews and analyzes Contractor submittals of plans, drawings, construction technical data and material samples to ensure contractual compliance; reports all deficiencies and/or instances of noncompliance immediately to the Contracting Officer and S/EXO. 3. Responsible for review, recommending approval/withhold of payments, and tracking vouchers and invoices from contractors and reconciling accounts with Contracting Office and Office of Financial Management. 4. The Construction Project Manager, in his/her role as COR only, is responsible to the Contracting Officer in accordance with applicable letter(s) of appointment as COR, and in that capacity: Maintains thorough familiarity with applicable contracts and, as appropriate, subcontracts, including all associated modifications. SUPERVISORY RELATIONSHIP Incumbent reports to the S/EXO or his/her designee. Work assignments are in the broadest terms and performance is evaluated in terms of accomplishments and compliance with laws and regulations. SUPERVISORY CONTROLS None PHYSICAL DEMANDS: The work requested does not involve undue physical demands. IV. MINIMUM QUALIFICATIONS REQUIRED FOR THIS POSITION 1. Education: At a minimum of a University degree in electrical engineering or construction management. A formal certification of construction management, including Project Management Professional (PMP) is required. A license in Professional Engineering (PE) in electrical engineering and Certificate in Quality Assurance by the US Army Corp of Engineers is highly desirable as is water management experience. 2. Prior Work Experience: A minimum of eight years of experience in the field of construction/construction management is required, with strong background in design, engineering and construction of low voltage power generation plants, paralleling generator switchgear controls, and distribution systems; and demonstrated experience in diesel fueling and fuel storage systems. Prior experience overseas, especially in austere environments, and working on USG construction projects is highly desirable. 3. Languages: Excellent spoken and written English is required. 4. Knowledge: A demonstrated knowledge of U.S. construction standards, safety practices and procedure, especially the National Electrical Code, Life Safety Code and the National Electrical Safety Code is required. A knowledge of U.S. Government regulations for overseas construction is highly desirable. The work requires that this knowledge be specific to, or related to, the logistical and security constraints prevalent in conflict areas and in remote parts of the world. Must have an understanding of DOS/OBO construction regulations and guidelines, OBO commissioning and construction guidebook. Knowledge of local building and construction codes, local safety and security rules. Must be familiar with the local government structure and jurisdictions and the key personnel in order to facilitate authorization and related engagement. Must have professional knowledge in electrical operation calculations and criteria, preparation of engineering drawings and specifications. 5. Skills and Abilities: A demonstrated knowledge of construction management with focus on achieving results in a difficult overseas environment; the ability to independently organize, prioritize and follow through on all assignments and proficiency in standard operating and application software (Windows Microsoft Word, Excel and Outlook); proficiency in Microsoft Project or a similar schedule and resource management program is required. Other skills such as job-related training courses (title & year), demonstrated job-related skills; for example, tools, machinery, job related certificates and licenses (current only), job related honors, awards, and special accomplishments, publications, memberships in professional or honor societies, leadership, activities, public speaking and performance awards (give dates but do not send documents unless requested) are highly desirable. 6. Clearances Ability to obtain and maintain USG Facility Access Certification and a Department of State medical clearance for South Sudan in a timely manner. V. EVALUATION AND SELECTION FACTORS The Government may award a contract without discussions with offerors in accordance with FAR 52.215-1 The CO reserves the right at any point in the evaluation process to establish a competitive range of offerors with whom negotiations will be conducted pursuant to FAR 15.306(c). In accordance with FAR 52.215-1, if the CO determines that the number of offers that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the CO may limit the number of offerors in the competitive range to the greatest number that will permit an efficient competition among the most highly rated offers. After the closing date, applications will be initially screened to determine whether applicants have met the advertised minimum qualifications. Applications possessing the minimum qualifications will be evaluated by a Technical Evaluation Committee against the factors below. As part of the selection process, finalist candidates may be interviewed either in person or by telephone at USAID�s discretion. Reference checks will be made only for applicants considered as finalists. If an applicant does not wish USAID to contact a current employer for a reference check, this should be stated in the applicant�s cover letter, and USAID will delay such reference check until communication from the applicant. Only finalists will be contacted by USAID with respect to their applications. The final selected candidate must obtain security and medical clearances within a reasonable period of time (USAID will provide details to the selected candidate). A substantial delay in obtaining either security or medical clearance will make the applicant ineligible for selection. Evaluation factors: 1. Education 10% 2. Prior Work Experience 10% 3. Languages 10% 4. Knowledge 20% 5. Skills and Abilities 50% Total possible points = 100% These factors will be the basis for scoring applications and creating an initial ranking of candidates. Only the highest-ranked applicants (finalists) will be interviewed. Those finalists will then be evaluated on their interview performance, and, finally, satisfactory professional reference checks.
